The Tauranga City Council has reversed an earlier decision on library books after being told the change made was having the opposite effect to what was intended.
In May the council decided to slash the number of library books people could borrow at any one time from 99 to 20.
Library staff wanted the number reduced to 40, but councillors felt that was too many.
David Stewart's motion was that 20 be trialled for six months.
The consequence of this change is that families that had previously borrowed large numbers of mostly children's books on a parent's card, have obtained separate cards for each child – reflected in a surge in children's cards issued in July 2010.
Delays were created at the issuing counter because customers had to wait for the cards to be cleared before new issues could be made. It took more staff time and slowed the queue, running counter to the goal of reducing staff.
The change appeared to affect only a small number of customers, but for them it was highly inconvenient.
A staff report says the lower limit also reduced the numbers of people using the self issuing terminals.
The reduction in book numbers came after a public outcry forced the councillors to back down on other cost cutting measures proposed for the city libraries.
The public response forced a rethink on a proposal to charge on all library books except children's.

The limit has been upped to 40 books, not the 99 as originally. Families were hardest hit with the 2o limit. Mum, Dad, thre or four kids might have a 2 or 3 books out. They return them in the facilities provided then try to borrow more. The system hasn't had time to process the returned books so are denied more.

When will the librarys' new computer system be fixed? Or is that not possible? Ever since it was installed months ago it has shown many failings, and proved to be totally substandard and a very poor replacement for the previous one. The Council has bought a piece of crap that works OK sometimes.

I can't believe the tripe I am reading 20 books is plenty and to say that library staff (the whole 90 of them)can't cope is patently completely absurd.Whether it is 99 or 40 books that is just reading avarice by a few selfish bods depriving others of the chance to borrow those books.It is inconsiderate and TCC is befuddled to put up with it. I ordered library cards for my children.I can still get out the same number of books,but tracking overdues is more difficult. For the 'person' who thinks 20 is plenty-2 adults,3 children are using my card.Some childrens books can be read in just a couple of minutes.So, 20 is certainly inadequate for families. Gotta wonder about the quality of our bureaucrats,they were clueless about the reasons for people getting more than 20 books.

Surely adults can get their own books out on own cards~ kids are a bit different.We shouldn't have any books in the library you can read in a couple of minutes thats acomplete waste of money.Can always sit in the library and read them.How long do the adult books take if thats 2 minutes perhaps joining MENSA is a better option

SO now we have graduated to bedtime stories myths & fairy tales as the rationale for libraries and to get books for parents to read to their kids. In my day we spent a few dollars and purchased these at little cost for our children to treasure. With the present 'someone else should provide it' mentality that prevails I give up because you will never please these people.

Councillor planning ... ... ... if 99 books a person means 93 staff, then 20 books a person means only 18 staff needed (that is about right of course if they were paid say $25,000 a year for a full time job). Oh but that means all in the officials "tree" also get paid less also ... ... ... can not have that now can we, so creep it back to 40 books and 37 staff, because of all the changes to something (who knows what) and double the work (none before really) then have to have double the staff and double the wages paid so all happy campers again ... ... ... then all the officials above also get double ... Well by the time the Welcome Bay, Greerton and The Lakes (no one there yet) get a new library each then the TCC lot will have caught up with the 20th (not 21st) century and that the internet offers MORE 4 LESS, so then Council will then employ even more staff to occupy the building created (more officals running around in even smaller decreasing circles than before) just to keep them occupied of course.

The plan is to take ov erhte workd, control everything, run everything. So to open the libraries 24/7 would be on the secret agenda, but never to be admitted (will mean the library staff will increase from 93 x 4 at least = 372. You should not have said this, next they will take credit for yet more bureaucrats, and ever more pay increases. We all know what that will mean right ... MORE RATES, LESS 4 MORE ...

Internet is it, MORE 4 LESS of course they wont even want to think about it. Just like MARRA contract for Arataki $500,000 over priced. Just like the Southern Sewerage Pipeline, cost heading to half a billion of borrowed money ... we dont even need to spend a dollar as all can be built, paid for and run outside of Council for no cost to ratepayers and no debt either. Must be something more to this than meets the eye here.
