Public private past for new CEO

The new Tauranga City Council chief executive officer is 59 year old Ken Paterson – the current CEO of Northland Regional Council.

Ken takes up his new job sometime in the next three months and will be paid $320,000 with a salary review after six months.


'The situation is I have three months notice as part of my contract,” says Ken.

'There will be some discussion between the two organisations about when I might be released, but three months would be the absolute maximum.

'I would very much hope that we could get into the job as quickly as we possibly could.”

He is excited about getting into his new role as soon as possible and believes he brings strong credentials to it.

'The situation is that I have in recent times spent some years in the public sector and spent the last four and half years with the Northland council.

'I have found it an incredibly challenging and worthwhile position, and I feel that the Tauranga position will be just as challenging; just as rewarding.

'The city's got a huge future and the process we are going through, the interviews, I have come to understand all the councillors and I have got a lot of respect for their position as well.

'At the end of the day, I think it is a very good move for myself and I'm very much hoping to be part of the team that will make a difference.”

Prior to joining the Northland Regional Council in January 2007, Ken spent five years as CEO of Techscape, an infrastructure works and maintenance company with about 290 staff formed by the former Waitakere and North Shore City Councils. Before that he was the Taupo-based generations manager for Contact Energy.

In his time at the Northland Regional Council, Ken was overseer of a broadening in the council's focus from largely environmental to one that also incorporates economic and infrastructure development, social and cultural matters.

He also reorganised the council's workforce and played a key role in development of the region's recently-completed multimillion dollar Northland Events Centre in Whangarei.

'In the past in the private sector I have looked at organisations and ensured that they are as efficient and effective as they could be and I have done that quite successfully,” says Ken.

'Here in Northland in the recent past, the situation is we used to be only an environmental organisation and now we are very much an economic development and environmental balanced organisation, which takes social and cultural wellbeing into consideration as well – so there's been quite a significant change.

'I think there's a changing situation in Tauranga currently so the challenge is how you rejig yourself to actually pick up that change and go forward.”

Ken is married with a young family. His wife and her family come from Waihi, where Ken has 10 acres with some olives.

'It's not the weekend retreat – trust me, there's a lot of work gets done.

'But most of all, the situation is that I think I bring some significant skills to the job and the challenges of the future; I very much look forward to those.”

Ken replaces former Chief Executive Stephen Town who left in September to take up a role as Auckland/Northland regional director of the NZ Transport Agency.

Ken topped a long list of over 30 candidates for the position.

Mayor Stuart Crosby says that from this long list they interviewed four extremely able candidates.

Ken impressed with his background, which covers both private and public sector administrations, and his experience finding innovative solutions in all the organisations he has worked in, says Stuart.

'The councillors and I also welcome Mr Paterson's very strong economic development focus.

'The elected members all agree we need to look at the council's service levels and find new and better ways to do things smarter.

'This might mean changing the way we deliver some things – but certainly we know the community wants us to continue to find the savings and efficiencies we can do within the organisation. Mr Paterson will be ideal to assist us to do this.”

But still to high, sadly will still be a large part of 'pre-programmed' official mind set and thinking, so that about ends the hopes of some 'real' decisions being made like cutting staff numbers and the huge staff salaries etc. Good luck bro you will need it.

I note there is a salary review in 6 months for Mr Paterson. Knowing local authorities I bet a lift in salary will be given whether it is deserved or not. The current salary offered is more than enough without any "review".

Looks to me like the bloke has all the same credentials of the last one, looks to be the end of the financial burden holiday of the last six months. If he takes three months to get here then that will mean he has already seen out his 90 day trial period, good plan on his part.

If the councilors coundn't find someone to do the job for half that fat cat salary I'll eat my hat... The so called council officers set they own salary and the tell the weak kneed councilors how much to pay and they just go along with it. What's happened to leadership...the Mayor should be leadinging not following..

The salaries "people" are being paid these days is obscene! I know the CEO's salary has to be "competitive" but salaries at the high end everywhere are an obscenity. Doctors, Lawyers,Dentists, Sportspeople etc etc etc. Don't know how they all sleep at night.

My God if cinik has got the Northland Regional Council info' correct then it looks like TCC have landed another liability in the same mould as the recently departed ex CEO .No doubt Crosby and his crew are over the moon about that prospect as it will mean spending and losses continue unabated as usual.As for an annual salary of $320k reviewed after 6months that is completely over the top leading to excessive remuneration and Councillors have learned nothing from past experiences. LOL & GAG

"Citizens Monitoring Council" has more than enough to investigate,keep tabs on and report back to your subjects with out adding any more. That said 'we' will be watching, asking, attending & then reporting on what we experience within the "Building of Wisdom" Stu, care to respond to the people that ask questions and make comments in these columns please? Maybe it has not occurred to you that these are the same people that pay rates & vote. Surely the last election sent a clear message "Ignore the People ~ Pay the Price". N Barker

We need an official to get control of costs in this city. Rates are rising at many times the rate of inflation. This shows poor leadership all round. I hope and pray this guy does a better job than has been the case to date or we are in for more of the same unrestrained spending. His record to date does not indicate much hope...

Let me see if I've got this right. A small percentage of ratepayers elect councillors based on the candidates ability to market themselves. These elected laypeople are then given the responsibility to appoint a CEO and run a multi-million dollar organization called the council. This organization has no competitors no deliverables and no shareholders. In their defense, what would you do ?....

Oh by the way we know the salary package but how long is the CEO employment contract for.Does TCC have a compulsory retiring age of 65years ?Is there a slide out provision as was case with last CEO that enabled him to ride off into the sunset on three months notice as and when the whim took him.

The former CEO did not wander off at a whim, it was self preservation and the so to avoid the 'heat' of what mess that was about to fall on TCC. Although word has it that he is enjoying the challenge of applying his natural talents to 'gently encourage' the non co-operative home owners to move out of the way and 'be reasonable, do it MY way ...'.
