RWC ‘obligations’ on the table

Tauranga's Rugby World Cup commitments are to be discussed today at a special Tauranga City Council meeting called for the purpose.

The cash strapped council is already committed to paying for part of the Rugby World Cup celebrations, but the dollar amount has not been disclosed.


The commitment stems from Rotorua, Tauranga and Whakatane councils' bid for RWC matches at Baypark.

The bid failed, but the document formed the basis of a Host Region Agreement signed in February 2009, confirming Tauranga's intention to host teams.

The agreement, which is a contract with Rugby New Zealand, contained budget information and detailed expected expenditure, but the amounts have not appeared in the city's annual plan.

'What has happened is the proposed allocation failed to get into the annual plan, which is an administrative error by management,” says Mayor Stuart Crosby.

One of the proposals to rectify the situation is to take money from existing budgets to pay for the RWC obligations.

The amount of the city council's contribution is yet to be determined, says Stuart, but he says it is not major.

'From my perspective, certainly from 18 months onwards I have been asking for the staff to minimise our financial contribution, but still provide an adequate event because it is a large event for New Zealand,” says Stuart.

'So to that end we have been using some in kind, other groups have got funding from an external agency which is good.

'The council is yet to determine our contribution but at this stage the decision is yet to be made, but it is proposed that it is used from existing budgets.

'There are still negotiations to happen with Rugby World Cup on our commitments. 'Once that is complete we need to find a funding source.”

Councillor Murray Guy says issues needing to be discussed today include how such situations get sprung on the council.

'I hope today we will get answers to some of those questions,” says Murray.

'That's why I felt it needed to be out in the open so that not only ourselves but the community at large can understand.

'How is it that we got ourselves in this position? This goes back to 2009 it's not just an administrative blip – this has obviously been around on the books for some time so hopefully we will get the answers today.”

He says it will be up to elected members to ask the appropriate questions 'if they have got the will”.

Tauranga could have gotten off lightly, says Murray.

Hamilton City Council signed up for some RWC games and found the stadium lighting required $450,000 of unbudgeted work to bring it up to standard.

'Wouldn't it make interesting reading, the terms that we offered to secure some games,” says Murray.

Tauranga is allocated to host Samoa, Fiji and Russia during September.

Lottery grants worth $91,000 are available for four events in the Western Bay of Plenty: Experience Katikati, Tarnished Frocks and Divas, Tauranga Arts Festival and the REAL Tauranga Festival.

The REAL festival is being run on The Strand for one to six weeks – depending on funding and compliance issues.

The intention is to work with businesses on The Strand to create a festival atmosphere, and present The Strand as a destination for fans and tourists, including fans travelling by cruise ship.

What are officials doing at the council? How can THAT not be in the plan? Well, because it is very convenient to 'forget” expenses which would have strained the budget even further. Is this official accountable? Who has a memory problem at the TCC? Has he/she still got a job at the TCC? What looks like a bunch of amateurs is in reality a finely honed rip-off machine! And FFS you shalt not negotiate OUR funds and then 'need to find a funding source”! As if that funding source could be anything else but OUR rate money, thieves! You want to know how such a situation is sprung on the council??? This rhetoric question is an insult to ratepayers. The parasitic delusional COUNCIL itself is to blame, who else??? One more thing: Once you see festivals as something different than functioning as a source to fill your coffers (and the ones of all the hangers-on who want to make a quick profit), the festivities might be unencumbered by bureaucracy enough to once again radiate the people's community spirit and be enjoyable.

Nothing this duplicitous council does is 'on the table'. It is all 'under the table' 'from the bottom of the pack' or in the form of a 'back-hander'. Sadly the voters of Tauranga brought this upon themselves by exercising electoral stupidity in 2010. Question: What is the definition of electoral stupidity? A: Voting for the same tired old crew and expecting them to perform any different to last time.

I have said it once and will say it again. The World Cup Organisation/NZ Rugby Union should be paying TCC for the use of it's facilities not the other way round. By all means have the three teams here but what they use they pay for. Tauranga cannot afford to continue to fork out hundreds of thousand of dollars for this type of event. This is a real "user pays" issue. I am afraid I have to agree fully with Speakup and Writerman. Another big cover up by TCC and staff. What a rip off.

This is yet another example of TCC mismanagement IMO. There should be nothing more done than what non TCC funds allow. If business want something then they need to get on with it. We hear about how much these "Must have events" are worth to Tauranga. "IF" that is true then Mr Mayor & councillors tell us who/what business's get the $$$ benefit's. Once we know who, you can then target "THEM" for funds to get the show on the road so to speak. Seems another good reason for "Citizens Monitoring Council" N Barker P.S. Attention Cr Murray Guy!

Obligations on the bloody table what the hell does that mean in TCC doublespeak.How on earth could some one that makes up the 550 staff that TCC (over)employ miss out what every man and his dog have been touting as the event of a lifetime.Where was the peer review team including the team of Councillor wizards who checked out the 'draft annual plan'.I know the RWC is all a bit of nonsense but this lot have to take the cake for fiscal inefficiency and financial dunces.

Why should Tauranga rate payer contribute even a single cent to this event? I ahve absolutely no interest whatsoever in the RWC, and we're not even getting any games (read: economic benefit) here.

Whoever put together the original bid, which apparently "constitutes a contract", should be fired. It is fundamental that if we don't get a match here, all bets are off and we should then have no further obligation. That should have been stated clearly in the "contract". Obviously, the people doing this have no idea about commercial negotiation, neither did they have a competent review by someone qualified to do it. Did Council's Legal advisors allow this document to be issued? So now we are committed, and the Council tried to sweep it under the carpet? But don't worry, we can trim a bit off the existing budgets and nobody will notice... Or we can deal "in kind". What does that mean? We can pay off our creditors in kiwi fruit or feijoas? This is a serious blunder at a number of levels and the community has a right to be outraged by it. Council are culpabale and the people responsible SHOULD be fired. In fact, they should consider themselves lucky that they are not being charged with serious misconduct and facing a possible jail term. At what point does "incompetence" become "enemy action"?

It is not there to be seen, I am told that is becasue no one actually got around to even ask for it, how silly is that. Bit like Baypark, book a season ticket but all the games are in Rotorua.

As there is a huge saving to be made in the libraries becasue the DVD's need to be dumped out of there, perhaps the saving could be given to WRC ?
