Introducing free parking in the central business district at the weekends in July is being welcomed by Tauranga businesses as a move that puts them on parity with the other city shopping precincts – on weekends.
The Tauranga City Council has decided from July 1 there will be free parking in Tauranga on Saturdays and Sundays in both parking buildings and on the streets.
It's a decision welcomed by Tauranga Mainstreet manager Kirby Weis.
'It's some very good news,” says Kirby.
'We are pleased that councillors voted in support of most of our preferred options for parking.
'We commend the councillors that they listened to our concerns and they voted initiatives that we supported.
'It gives us confidence that we can work with council staff on the operational matters with parking, and progress some initiatives for the betterment of the city centre.”
He credits the change in approach after several years of lobbying to recent workshops attended by councillors, staff and business interests.
'The review of on-street parking charges, just simplified charges, $1 or $2 per hour is excellent as well,” says Kirby.
'It shows they are looking at where we can reduce the cost of parking, supporting us in reviewing some time limits for on-street parking with Mainstreet and the businesses within the city.”
He is hoping for a third workshop before the changes come into effect on July 1.
The parking revenue surplus for the 2009/10 financial year was about $450,000.
In the current financial year the amount is dropping – believed to be a result of the council resolution to extend the waiver period on WOF and rego tickets from one month to two months.
In December 2010, the council resolved to use surplus parking funds to repay debt associated with the parking activity, but at the first parking workshop the majority of councillors indicated they were willing to reconsider.

Debts are either repaid, forgiven, or remain a debt. From where will the money now be sourced to pay the "debt associated with the parking activity"? Perhaps Andrew could complete the article, clarifying the final statement, and giving readers the rest of the story.

The parking account debt (parking buildings) is in the $3.5 million range with payments unaffected. The $450,000 surplus has been paid into the account by those parking in the central city precinct - effectively, over collecting! To be able to go shopping, out for a coffee in the weekend and to have the same parking management and enforcement at Greerton, City Centre, Papamoa , city wide, is well over due, albeit only for 2 days out of the 7. There is NO rate-payer impact, subsidy.

How can the debt have been repaid if there's a $3.5 million debt on the parking buildings? The only way to have truly free to the public parking is if it's paid for through rents, just like they do in the very popular Fraser Cove, Chapel St, Bayfair etc etc. Anyway who knows, why should downtown have meters when the Mount doesn't? Wonder how long it will take for grizzles about not being able to get a park because its free. Hopefully not taken up by businesses themselves.

Parking charges will continue to be applied Mon-Friday. Debts will still be repaid from parking revenue. A significant chunk of income comes from over-stayer fines, fines in regard no WOF and or Rego. At this time council gets to retain 50% of the fine collected. Government is reviewing this and it may be TCC will get 100%. It is reasonable to assume that with no parking charges in the weekends, car numbers will increase, correspondingly so will income from penalties imposed. All good news for shoppers, and shop keepers! Council also resolved to allocated 25% of the 'surpluses collected' to early debt retirement.

What is so great about new free weekend parking.Perhaps I have got it wrong but I understood Saturday only ever applied till 1pm and Sunday was free so where is the real gain in this.The 3 hours on Saturday ? The $1 and $2 per hour proposal sounds like an increase.Spell it all out in plain language comparing with present position.

To visit the City centre for shopping, lunch, breakfast on a Saturday incurs a cost for parking, curb side and the the parking buildings. This further exasperates the significant disadvantages the city centre has to contend with to remain commercially viable. All areas of our city are now treated equally for a time (Saturday) in so much as parking enforcement is concerned ... The meter rate in some areas of the city centre is $1.20 per hour. These areas are to become $1 per hour. That is a reduction! The $1 reflects that these areas have low occupancy rates and the reduced price may attract users from the more popular (hard to find a park) and higher fee ($2) streets. Think it through and I'm sure you'll agree there's logic behind the decisions,

You don't get it. I do not want to be pressured to even think about my parking time when I go shopping. It's not the dollar but the parasitic extortion of 'fines', the clandestine surveillance of parking cars, the fine-associated hassles and the manner with which the Nazi-wardens go about their 'job'. I CAN live without that s#!$ and do so by shopping elsewhere. RE: repayment of debt: stop thinking that ratepayers are stupid. We are watching EVERY step of the wasters of public funds. And we WILL hold them accountable. Getting a bit uncomfy, Mayor(s), are we?

I do not support curb side parking revenue collection ANYWHERE, but do support monitored parking. Public owned parking buildings come at significant cost and provide a higher level of service (shade, security, all day, convenience), therefore a charge is justified where necessary.

At least we see Murray in here talking with hos subjects. Which is more that any of the other councillors or 'The Boss Man" Stu. The only time we see them is when they think they have done well or want to tell us about a free lunch. Of course that will change as the TCC election draws closer. All public parking areas within our city boundaries are monitoring by TCC parking management and enforcement staff. Infringement notices may be issued where it is established vehicles are parked in excess of the advertised allowable time frame, parking illegally (over yellow lines etc) where vehicles fail to display a current WOF and or registration.

This is good news as it's one small move back to serving the ratepayers best interests(ie low or no parking fees), not the needs of the council accounts. The council must get to a positive financial position without impacting any more on ratepayers. This ludicrious financial situation was not caused by ratepayer was it. Cut costs not increase revenue, do more with less, freeze all spending on new projects. The things most surviving businesses have had to do for the last three years, its pretty simple really.
