Claims that councillors have been delving into the bowels of the Tauranga City Council budgets to scrape together savings to reduce rates are being rubbished by Councillor Murray Guy.
Tauranga City Councillor Murray Guy says the real cause of savings to reduce the rates rise is through a deferment of debt repayments.
When the rates were struck it was said the reason the rates increase is 11.4 per cent instead of about 17 per cent is because of $33 million in savings on capital works.
It's a claim that is mischievous and misleading to the general public, says Murray.
'The council, to try and regain some credibility in the eyes of the ratepayer, reduced the rate demand significantly by one method and one method only,” says Murray.
'It took five minutes, the decision to not repay $6.2 million in debt – that's an actual cash outlay.
'We chose to reduce the rating requirement by $6.2 million; we just chose to defer those debt repayments.”
Every $900,000 represents about one per cent in rates, says Murray.
'Take off 6.2 million, divide by 0.9 and you have got essentially the reduced rating requirement from 17.6 down to about 11.4,” says Murray.
'That's where the reduced rating requirement came from.”
When the council collects less in rates, it has to reduce its planned expenditure, says Murray.
'A lot of that $33 million is work which is deferred, and not necessarily a rating expense, like the Waiari water supply – that sort of stuff, and we did it with the Southern Pipeline, we pushed it out.
'There were some very minor areas where elected members went through the budget taking out a swing or a swimming pool, but the majority of those millions were deferred capital works.
'The only significant saving in the rates requirement is the debt payments.
'That is really smoke and mirrors. In real terms it wasn't a saving – just pushed out from a tidal wave.”

I'd still like the Mayor to tell us what happened to the 6% rate increase he touted during the election when all others truthfully said it looked like 17%. How about it Mr Mayor? Where is this plan you told the voters about?

Does anyone understand what Murray Guy is talking about? It sounds to me that for once, TCC has put some good work in to cut expenditure, for now anyway, and reduced what would have been a higher increase in rates. Only 2 councillors did not agree to this and none of them were Murray Guy so what's he doing smacking himself in the face? An expense is an expense and the money comes from ratepayers. Doesn't matter if it's debt repayment or whatever else, ultimately it's going to cost us. Small but positive progress by TCC, I say. But who voted for this big idiot?

Looks to me that the mess at Baypark has just had millions more thrown at it and so the losses annually will also just get bigger also, There is no chance that TCVL will ever have a profit.

Nothing. Simple really. Nothing. Cr Murray Guy says his bit and nothing changes.Do any of the "new" councilors have an opinion on this? They have been conspicuous by 'their' absence. Deafening with 'their' silence. Murray why has nothing changed? Is it because you are ineffective? Is it because your opinions are irrelevant? Is it because "you" only talk about it? Is it because there are to many rotten apples in the bowl? With respect Murray The Citizens deserve answers. Open honest answers. This "IS NOT" an attack on you. It sure is hell an attack on the system. A system that 'I' believe is rotten to the core. History has shown many many times that getting rid of one or two rotten apples does not fix the system. Why? Because all the other apples will have been contaminated to some degree.That contamination continues to grow. What do we 'The Citizens' do? There is one proven solution Murray. Remember the old saying "K.I.S.S."? Empty the bowl. Sterilise the bowl. Collect only the very best apples. Fill the bowl. All that said I believe in credit where it is due. There is no question that Council is carrying a large debt as a result of increasing borrowing over many years. The mythology that growth will service those costs (ie. the borrowing would be cost-neutral on rates due to an increasing number of ratepayers) is now showing itself to be the wraith that many anticipated. We can hardly be surprised that the cost of debt servicing restricts Council ability to undertake new work, no matter how those costs are camouflaged: Murray Guy is simply stating the obvious. The key worry here is that COuncil is choosing to defer debt repayment, which means that the cost of that debt will continue to be handed down to our mokopuna, along with the aging infrastructure that has not yet been paid for.

- Slash vital infrastructure work Smithington, - whoever I think you have the wrong end of the stick here, must be a buddy of Mr. aegis (ee-jiss). It is not Crs. C Stewart and R Curach that have a problem or need to prove anything - at least they try their best. You should be attacking the Crosby Tribe that have dropped us ratepayers in it over the last 7 years. Sorry but Cr. Christiansen is an appalling non-event, should try a bit of self-motivation,might work wonders. If think-big projects and Council contracts were policed properly, would save $12 million a year and with a staff audit cutting a further $10 million, that's $22 million p.a. - now tell me our TCC rates can't be reduced or held! Oh, and while on the topic,Mr Crosby concedes and is now saying major projects will be shelved for 3 years and only basic infrastructure work and repairs and maintenance attended to. Hello! Anyone home in the vacuum? This is the only way Tauranga could cope with its liabilities because debt repayment keeps pouring out with the Events Centre and Southern Pipeline still to hit the fan. The current rates increase will not be an 8% or 9% or 10% increase -it will be 11% plus check your rate demand when you get it. What is being floated currently is window dressing and excuses for the looney extravagances. What about the last 9 years of waste? Where are the apologies for all the cock-ups? Don't tell us about our mortal fiscal illness at the bottom of the cliff - not magic wand stuff so tell us how we got there!!

Bloody well said and excellent comments tho. *bows* ooo and one should not let it pass ... Vacum & TCC in the one sentence LOL)! For me, I believed Tony would have be out standing. Have been to many or his seminars here and off shore. Inspirational? Absolutely in my opinion. And he sure has had the hard knocks.I for one would not have believed he would be 'silent'. Never mind we all make mistakes. In fairness tho we see five eights of fluff all 'councilors' ever stepping out and stating 'their' opinions. Maybe - just maybe, its cos Stuart "The Boss" man won't let them. Is that a possibility? Could it be that 'her' (acting CEO that told a Councillor the info he requested would cost to much to provide) that must be obeyed considers that it costs to much?
