The proposed Welcome Bay tunnel appears to be losing favour with roading project decision makers as the NZ Transport Agency considers other options.
The tunnel would take traffic from Welcome Bay to the Hairini causeway by going under the Maungatapu roundabout.

It was an election promise made by National leader John Key in 2008 as the best way to separate Welcome Bay traffic from through-traffic on State Highway 29.
National promised to pay for the tunnel and a replacement four lane bridge over the Hairini causeway.
In March, 2010, Bay of Plenty electorate MP Tony Ryall and Tauranga MP Simon Bridges confirmed to Western Bay Mayor Ross Paterson and Tauranga Mayor Stuart Crosby that the government will keep that election promise.
Now it appears the NZ Transport Agency is looking at other options, says Hairini resident Philip Rumbal.
He received a letter from the NZTA about future options for the Welcome Bay roundabout, and when he confronted NZTA project manager Neil Mason about it, Philip was told the tunnel ‘was not in the picture'.
'What they want to do is create a bigger roundabout that goes around Palmers Garden World,” says Philip.
'Do away with the little roundabout and create a bigger one, taking property off people who live up Ohauiti Road so they can create a retaining wall and lower the road, and then go back over Maori land.”
The plan is for Welcome Bay residents going to Tauranga to have to turn left into Ohauiti Road and back onto State Highway 29 downhill from Palmers Garden World.
It creates a ‘traffic bank' for the peak hour tail backs that were to have been solved by the promised tunnel.
When Philip asked about the tunnel, the NZTA reply was: ‘did he want to spend $50 million or $9 million?'
'They can't see spending $50 million on a tunnel is going to solve the problem,” says Philip.
'I kept on asking him, is the tunnel going ahead? And they say no, no, no.”
Neil Mason is away and couldn't be contacted.
NZTA principal project manager Andrew Scott says NZTA's preferred option will be revealed next month.
'We are looking at a number of different options and we are making a public announcement in early August as to what our preferred solution or way forward for the whole Hairini project will be,” says Andrew.
'A grade solution is of course a lot cheaper, that is, if we can modify the roundabout.
'We had a two year investigation and it's coming to a conclusion and we will be making the result of that public in August.”

Can not remember who the Government of the day was when interchange was built but it was a long time ago. The land was purchased and the plan was for the underpass and for the sake of money, most probably, it was canned. Today we have a major problem for the people of the area. Perhaps it would be better to use Poike Road as the out for Ohauiti, I can hear them screaming now. It is time reality hit the planners and use the land already available without purchasing more and cause problems with the locals. Money is coming from know where with this Government so another few million will not be noticed, ha ha. Promises are regularly broken by this lot and it is time the local MP's reminded the top brass of the promises made.

The NZTA and TCC (9 million rate-payer) has just spent $45 million on the Pyes Pa Bypass where there is no quantifiable cost benefit, basically, no cars! The NZTA are spending $455 million on the Eastern Arterial when, again, the cost benefits DO NOT stack up for the bulk of the route. We have over 30,000 vehicles a day on the Hairini / 15th Avenue road with 2 lane bridges and quantifiable congestion and safety issues TODAY. These decision makers appear totally devoid of rational thinking, of ensuring that every dollar spend secures the very best outcome, firstly for todays road users and wider community, secondly, planning for tomorrow! Roading networks should be as 'preferred by the affected community (Tauranga City)', not by the NZTA. Half a billon dollars on highways for the future and broken promises for the communities of today! It's time, as a community, we made a stand, took ownership of those issues affecting us, reminded the roading authorities that it is our money, or roads, our city - that the community is the 'master', they are the servants.

It seems to me that the roading authority doesn't want to do what the government has told them. If PM John Key, Cabinet Minister Tony Ryall and Member of Parliament Simon Bridges have promised the tunnel then it should happen. Cr Murray Guy could you use your political connections and ask them if they will keep their promise, then report back to us on Sunlive. But I'd have to say that the current traffic lights do work surprisingly well and are a huge improvement on the old roundabout. Still this will only be a temporary help until traffic grows again.

History will prove NZTA TCC GOVT.. and anyone else involved in this stupidity were absolute dropkicks to have undertaken these ventures at this point of time.NO wonder NZ is in the crap financially roll on 3rd world status.

This is the comment that I got from Simon Bridges this morning on his face book page. "Basically C......., NZTA is entitled to examine the options but we made an election pledge and it still stands. There will be specific announcements before the election." I responded that I would have expected him to respond BEFORE the election. (not after) for obvious reasons, If they choose number 2 or 3 plans for the underpass, 7 houses in Hammond Street go... Mine is one of them. Whilst I realise this might happen, I am extremely concerned about receiving govt valuation for a very small 25 year old three bedroom house on a half section....Where am I going to go in the city that I love and was born in for this pitiful amount? My neighbours are more than a little concerned as well, some more to lose than me...It has not been a pleasant 9 months since they first came to see us and have not voluntarily given us any information since... I had a cursory call from them this morning, telling me nothing really except that they would let us know at the end of July. after a councillor had contacted them on my behalf. Tony Ryall's secretary responded that Tony is meeting with the Transport Minister on the 15th July. I believe some people in Turret Road have, or will be going through the same thing as us. I have had to sit back and watch the Pyes Pa bypass go through (built in conjunction with a "private developer's sub-division....Makes me spit tacks. Saw a friend lose her business and had to move from the dwelling she was renting. in the process. I agree with Murray Guy...It's time we did something and stood up. I am not sure how to initiate it. They saved $85,000 by not building the tunnel in the mid 70s....and heralded it as a positive and financially prudent decision....... I make it a rule never to pay for something I might get in the future!! Especially promised work from mates... Bridges and Key promised the tunnel, and bought Bridges election...when are they going to honour the debt to Tauranga.... When the Welcome Bay roundabout is removed , Poike, Oropi, and Pyes Pa need to exit stage left as well. It will never happen! TCC and NZTA/Transit? boffins do not want SH 29 to be a clear run through from Te Maunga to Kaimai, because it will make it more convenient than using their toll road especially for trucks.

Stupid question...it is not worth spending a cent if the proposal will not fix the congestion. 9 million to not fix the problem is crazy. I'd rather they spend 50 million to properly fix the problem. Why is Auckland getting all the roading money now? We are 1/10 the size of auckland but do we get 1/10 the road funding? I don't know but would be interesting. That pyes pa route does seem to be a waste of money - the te puke bypass seems more reasonable due to heavy use of that road. I'd also like to see a Katikati bypass. I do wonder why roads cost so much to build now, compared to the old days. You'd think with productivity improvements that roads would be cheaper to build now.

Well I am shocked "not". You lot voted in 7 clowns now look at what you got?? If you want the job done Tauranga when I am done with the $50 mil job I am on as the Senior Project Engineer. (5km roading, 1 state highway bridge, and 1 Tunnel ) I will come back and sort it out. Just take a close look at what you have voted in $3.5mil Bethlehem, $455 mil eastern, $45 mil Pys Pa. We needed this lot like we needed this lot in council. Get the internal roads done first. There is no point rushing everyone into Tauranga if they can't move around in it. Give me a ring Murray if you want this thing built. Good luck Tauranga with this lot you will need it. PS You have a chance to vote out anyone that dose not keep their word in a few months, but I bet you don't. .

That is because they think they are spending money, only $9m, save $41m but of course we all can see that the planned round about is a failure before it starts, that will not work to efficiently clear traffic. So after the is finished it will be discovered (what everyone else already knows now) that the tunnel option will have to be done later. COST all up $49m. PS Murray is right, The Pyes Pa Bypass = pointless $50m, Eastern arterial $560m (not $455m) pointless, K Road $60m now a failure, bethlehem 4 lanes $4m pointless, the pattern is clear right.

Everyone commenting here seems to be a world expert on traffic solutions. If a cheaper option can be found that will fix the problem then I think that is the prudent thing to do given the current economic environment. With regard to broken promises; If you promised something to someone then due to factors out of your control you couldn't deliver it would you still do it? Not unless you were reckless. Other roading projects in the area have been successful so why shouldn't this one be? Leave it to the experts. Welcome bay has never had good access and people new that when they moved there I am sure. If it were me I would buy a motor bike, move or just put up with it till its sorted.

Reading all the comments here we're at least lucky that most councillors of the day voted for the traffic lights at the roundabout which have at least made it easier until the tunnel is built. I believe it was a close decision though and that some resident councillors voted against even doing the lights.

The funny thing I read here is the comment from Incontinent Truth is that he does not have a very good memory. I also doubt if he knows what the truth is even if it jump up and bit him on the A--. The other thing is that he writes a lot like a forma councillor but does not have to fortitude to put his name to his written work. Firstly lets put it right I did not vote for the $5 mil 16 sets of lights. As it did not take care of the work traffic to town from Welcome Bay problem. On that front to date I am dead right. As the real problem is the one lane bridge crossing the harbour. Secondly I know that if we took this deal from 'The Agency” the people of Tauranga would not get the full fix. The full fix quote on this blog is $10mil, we would have only have had to have found another $5mil. Then there is the waste of money like I pointed out in my last blog. It would have not been a problem to do the full fix if they used there money in the right places first. I hate to say 'told you so”, but it is looking very much that I am right again sadly for the people of Tauranga.

Welcome Bay round about and lights are a mess, it is a shambles (The KISS concept has long since left the room on it then and now it just got worse with this latest plan, The tunnel and roundabout option beyond is sensible and certainly the best choice by far). The only reason it looks good is because Brookfield is even worse. The competence of the designer, consultants and of course right through to the scatter brain morons in TCC who voted for it and who ever was silly enough to pay for it ... It must have been obvious when scratched on the first piece of paper what a contractors dream the idea was, but the real question is how on earth did it get past that stage who knows ... but says all you need to know about the ability of these cockroaches to survive even in a Nuked situation (very hard to get rid of them). It is obvious the same POINTY HEAD MORONS dreamed up this "LOOPY de LOOPY" road idea after driving aimlessly around in circles at Brookfield and want another at Welcome Bay, it is obvious they are figuring a way to torture the public even more than before and now in two ways: waste time and money as well ! Then they will pat themselves on the back ... then 12 months later it will be reviewed again by yet another committee have to have another go at fixing it, sadly the brain power has long since left the place and well there will be a complete rebuild yet again, yet more money ... yet more silly ideas. Looks to me that you are "tainted" or more accurately "tarred and feather" with the same brush as the lot that are in there now. Please lift up the patch on ya other eye so as you are no longer "one eyed", put ya shades on so you are not blinded by the BS that you have circumbed to already. You will then see what "PROVEN LEADERSHIP" which really means "disaster zone happening here". Good examples are:- Hot Pools mess, K Road losses, Pyes Pa extension built for $50m for no purpose Baypark looses 2-3m a year, Baypark Arena is going to loose $5-6m a year, the city is up to its eyeballs in debt. wake up mate and see what is really going on here.

You can cross my path all you like black cat. Not a thing will change, the facts that I got rid of half the councillors last time I set my mind to it. I came up with the marketing plan named pick six, not Murray Guy. The real fact is I invited Murray and Rick into it not the other way around. Until you grow a pear and put your money where your mouth is and get out there and do something for the people of Tauranga and put the people first and not your self, Statements from a person that does have the guts to put their views out there in the open and hides behind a fake name. That say it all 'Not Much Of A Man / Woman” and hence your views carries very little weight, as it shows your lack fortitude to stand up. I would start by getting some fortitude and then start looking for the truth. As the situation your mates have got you in of 17.8% rate increases, and this makes me laugh. As I am back doing what I love to do, 'building Stuff” and get payed close to the forma CEO's for doing so. Unlike him I have to show a profit and a real business plan to back it up not a pipe dream one as council does. Good luck with that in $12.80 (min wage up from $10) Tauranga where the wages goes up in the some way the weather comes down. The blame for that sits fear and squarely on Stuart Croby's proven leadership (now that's a joke).

There is fire, that is certain, the scheme here is obviously to scrafice the Welcome Bay area promises so as TCC can try and "escape" the burden of Route K and it looks liek anything will be done to do that.
