Tauranga City Council is expected to make its decision this afternoon on permission for Steve Crow's Boobs on Bikes Tiki Tour.
A parade application has been lodged for the tour, which is planned to convey a bevy of bare breasted women along The Strand and up Devonport Road on Thursday from 11.30am.
The parade is opposed by Councillors Murray Guy and Bill Grainger, who hosted a public meeting in the council chamber last night.
It was attended by at least 65 people.
'The result far exceeded my expectations – it was an absolute privilege to be party to such a collective of folk that give a damn,” says Murray.
'Those present were very passionate about their community and they believe that Mr Crow and his entourage should not participate in a parade of this type on their streets.”
There were no plans specifically laid to disrupt the parade, says Murray.
The meeting's purpose was mainly to clarify the Tauranga City Council street use bylaw and its role.
'There's a lot of confusion out there,” says Murray.
'We have heard cries of ‘why aren't you stopping it?'. The local authority can only act within the realm of the laws.”
'We then discussed what the options are for council. There are two strategies which those opposed to the parade need to think through.
'In the event that council approves the parade, how are they going to express their opinion.”
Murray's expecting the council meeting this afternoon to decline consent for the parade permit because he says the application lacks a traffic management plan.
'Every event, every event, it doesn't matter if it's cycling or a road running race, every activity in a public place that uses streets must be able to demonstrate some sort of traffic management eventualities and safety,” says Murray.
'So that part hasn't been complied with but you don't know until elected members have looked at all the considerations and matched them to the policy.”
It is disturbing Murray that the organisers have chosen to change the parade route, ending the parade at Memorial Park, instead of in Cameron Road at 2nd Avenue.
'Which will be really nice for the regular users down there,” says Murray.
'Memorial Park is Tauranga's only premier playground and it's used extensively during weekdays.
'Whether he's stopping by the rowing club or under a gum tree isn't of consequence.
'I find it particularly unfortunate that he's choosing our premier playground to terminate a parade of this type. It clearly indicates a mindset, doesn't it?”
The extraordinary council meeting is scheduled to take place after the council's Ten Year Plan meeting.

This is going ahead with or without council permission. Steve Crowe has said in the past that he didn't care if he had permission or not for the parades held in other cities. I doubt he has changed this view. What is the penalty if they go ahead anyway? At least they are not blocking marine parade for once.

Out of a city of over 100000 people only 65 turned up, just shows you that this just doesn't concern people, most will be at work then anyway, and if you don't want to see it DON'T GO.. seems simple, All this media and council attention is just doing what Steve Crow wants, giving him publicity. Ignore him and he will go away. Also what time does it start Don't want to miss it......LOL

I understand that Murray Guy is a Tauranga City Councillor. If that is the case then he is woefully misinformed. To you Murray; please don't malign me without first getting your facts straight. I did not chose your "premiere playground" Memorial Park to end Boobs On Bikes. In his letter to me dated 27 July your own CEO,Ken Paterson,asked us to change the end point and stated "A preferred route would be to continue straight down Devonport Road, and not turn into Elizabeth Street or Cameron Road. Please confirm your acceptance of the alternative route." Being the nice, accommodating, civic minded person I am, I agreed. An apology would be nice. Yeah Right. Steve Crow

I must thank Cr Guy for keeping this event in the public eye so that as many as possible wont miss it. I'm sure Mr Crowe is extremely happy about all the free advertising. Also good to know that only 65 people are against this event, and that the other 100,000 people are all for it. I'm still looking forward to seeing the local Tauranga women in all their glory.....

The furore over the boobs on bikes parade is unbelievable. We now have people saying they're going to turn up to disrupt this event!! Think about this - where were all these self righteous nobs when little children are bashed to death in Tauranga? I don't recall there being any public show of disgust towards the perpetrator. Which is the most important. By causing all this fuss they have provided Mr Crow with all the publicity he could want and I expect that the parade will now simply be his way of saying thank you for all that free publicity. Come on Tauranga grow up - some things are important and some are not. Boobs on bikes is not.

I was advised a revised parade application included the route being changed to terminate at Memorial Park, our regions only 'premier' destination children's playground. To say I was gob-smacked grossly under-emphasises my dismay at this possibility. I incorrectly assumed that this change was an initiative of the parade organisers. To be advised that the revised route was at a request of Council Staff did nothing to remove my concern. It served only to cause me embarrassment and redirect my angst. It is now appropriate for me to apologise to Mr Crow and the parade organisers for responding publically based on assumption rather than fact.

As for being the "self styled king of pornography" - a phrase coined many years ago by the media and one that I don't like but have learned to live with. @earlybird. Thank you for a very reasoned comment. You hit a key point exactly. NZ has one of the highest rates of child abuse in the 'developed' world and our elected officials spend more time worry about bare breasted women in public than such important issues as protecting our children. To the detractors out there, we offer freedom of choice where you promote censorship. How is it more demeaning for me to offer women the same rights as men (who can go topless wherever they want without a second glance)in our society than it is for you to say they should be denied that right if they wish to use it. Yes Boobs on Bikes is ending at Memorial Park. The reason for this is simple Tauranga Council namely Ken Paterson (Chief Executive) asked the organisers to change the end point to memorial park. Well done Murray Guy - yet another politican who shoots his mouth off when not knowing the facts - glas he doesn't represent me in my city.

In light of the Council's decision to say No on one hand due to non-compliance traffic management issues, potential for offence, and then to say, "We'll help you by holding up the legitimate traffic if you intend to breach our bylaws", begs the question - Strip away the hysteria and emotion, who is the most irresponsible? The private person who choose to be breach a Street Use Bylaw, or an enforcement authority (TCC) who chooses to ignore a breach, infact compound it?
