The designer of Tauranga's waterfront master plan has used the plan's consent hearing to attack Priority One's commercially driven alternative for the Tauranga waterfront.
Martin Bryant, principal of Wellington based landscape designers Wraight and Associates, says commercially driven waterfront developments don't work.
'I disagree with whether their direction would be successful,” says Martin today speaking outside the hearing.

Martin's worked on waterfront design in Auckland, Australia and Wellington, and says the significant redevelopment of public space has to be publicly driven.
'That will trigger and catalyse further commercial development in the future, which is not the subject of this consent,” says Martin.
'For anyone to project an idea that commercial operators are just going to roll in here at the drop of a hat and start to buy/lease land and have successful cafes and so on is crazy.”
It is an idea attractive to councillors because they think they will get a ‘no' or ‘low cost' redevelopment, says Martin.
Priority One has not presented a business plan backing-up its proposal to fund the waterfront redevelopment through commercial leases.

'Priority One hasn't got a series of subscribed operators who would be prepared to go and not only build their own operation, but also build parts of the public realm as well,” says Martin.
'It just doesn't happen like that in Australasia, it probably doesn't happen in the world like that where commercial operators are moved into a bit of land.
'They are not going to spend half a million bucks building their own operation, then another half a million fixing up the landscape of the public space.
'I just can't see it happening. Their returns are so small on those single storey retail outlets that it just wouldn't happen.
'I'm not an economist, but I have worked on these kind of things before and every time it's been mooted the people get proper business plans worked out; what can happen, work out where all the custom's going to come from, and where all the operators are going to come from, and how much they are prepared to pay.”
Priority One's option seems a shallow attempt to try and divert the attention from where it should be, which is just to fix up the public space, says Martin.
Tauranga City Council and the Bay of Plenty Regional Council are seeking resource consent to redevelop the Tauranga waterfront.
The consent sought will have a life of 35 years and in effect bundles together the waterfront redevelopment area, which currently is covered by a variety of different zonings.
The hearing is before independent commissioners Greg Hill, Peter Crawford and Jason Ward.

The rail track needs to go first....

The rail track splits the waterfront from the business district. Until it goes (tunnel or redirect) there will always be a barrier to any successful waterfront development. Thats my opinion for what it's worth.

On reading remarks by Martin Bryant, at last someone is talking sense about our waterfront development! I hope our council take notice of his expertise and experiece.
Railway

Interesting how the railway has to go, but it was there before the reclamation was built. The Wharf that has gone came out from the end of Wharf Street and no parking or such like either side. Please make something of the railway in design, we have the Steam Train at Easter why not build on that for the commercial part and look for attraction on the water front. Personally I would like to see something but do not know what but when I see something I will feel it is right.
Then why are Sydney and San Francisco great?

Just look at the waterfront developments like Fishermans Wharf in San Franciso and even places like the harbour in Sydney. I read they're alive with people because as well as walking they can have coffees or a drink or a bite to eat, and maybe things like take a boat ride. These are all commercial. The days of just sitting on a park bench sadly seem to be over, but that's reality. If you want people you've got to have some commercial things to attract them as well as just parkland and waterfront. If it isn't commercial who's going to pay for the development?. The ratepayer.

How Much more do we spend ...And I see the Cape clad super Heros in the guise of ...Priority 1 have ...wait for it....wait for it....Come up with a new crayon drawing of a place with Piers , Boats a Train track some wee wittle shoppies and some grass, Im sick of it what is the differance between this and all the other drawing? . They all contain the same ideas ..Just moved around on the drawing board a bit. and re costed Stop drawing and either get it done or get the hell out Dodge. Before we go broke

As it is TCC most likely not. @ Inconvenient Truth, The answer is obvious, in both cases the cities named have millions of residents and huge numbers of visitors annually, therefore the viability of a commecial business becomes possible. You actually need more than 2-3 weeks a year of "possible" to make a buck. So the only option is for TCC to run another ratepayer funded freebee handout session.

How many more years do we have to wait for something to be done? Over the years we have had plan after plan, spent a fortune and still nothing to show for it. At this stage don't worry about the railway line, otherwise it will be another thirty years of waiting. Stick to the plan. Over the years we have paid enough ratepayers money doing up the CBD maybe the shop keepers need to do something for themselves and stop moaning. It's about time we did something for Mr Ratepayer to enjoy.

People, anyone guess why this is usually referred to as a waterfront development? Anyone? Anyone at all? Yes it's because of the WATER. A WATERfront where people can boat, sail, fish, stroll, sit and enjoy the WATER may just work. Bayfair, Fraser Cove, Palm Beach etc don't have a WATERfront which you would think could just possibly provide the CBD with an edge. If you allow the public to come enjoy your WATERfront then they might just spend a dollar or two as well! If you make it a WATERfront that is.

Elected members arrived at an agreed way forward and, hold the diggers ... in came Priority one with their vision from 'Fantasy Island' - Like trained seals the majority of elected members clapped and cheered. Crs Baldock and Molloy sought and got majority support for another sub-committee to work with Priority One (seal enclosure). I don't think Martin Bryant will be on their list for feedback!

Looks to me that TCC is trying to force the creation of a "commercial" activity and business area in the CBD, sadly TCC have not realised/ignore the affect of the loss of parking (300) so in end result there will be losses all over the place, a bit like the Pools, Baypark, TECT Arena and other monster sized castles created for no apparent reason, but they all make big losses every year of ratepayers hard earned money EVERY year. This will be like every and any other venture TCC and into the "RED" zone we go.

This guy is clearly onto it, got the concept sorted all on one page. Guess that means all the consultants and others around the place now look a bit stupid right. We are seeing a pattern here from TCC, the Hot Pools mess shows that no planning was done before starting the due process, no business plan, no "plan B" was even considered to be something to think about. Priority One is of course just another Council department and of course that has little or no use for anyone except to add more the rates we all pay any which way possible. SAME SAME ... End result all of the same problems predictably appear again and again.

Priority One as a Tauranga City partner whose existence is subsidised by ratepayer have their heads permanently in the clouds. They do not have a practical sensible idea amongst them. They never come up with facts and figures or a firm business plan to back their "ideas" up but expect TCC/Ratepayers to except what they say and pay up. They are a waste of time and money as are Smart Growth, Chamber of Commerce and Tourism Bay of Plenty. It is a pleasant change to see someone like Martin Bryant who has the necessary knowledge and experience come up with a sensible response to Priority Ones ridiculous pie in the sky idea.
