Favoured underpass: homes at risk

NZ Transport Agency's preferred Welcome Bay underpass option is the one that will cause the most disruption for nearby residents.

While the details are not set in stone, NZTA senior project manager Andrew Scott says their preferred option might require the purchase of several Hammond Street properties and the Welcome Bay scout hall across the stream.

A tighter design will be available by the end of the month, which will be enough to start off the Resource Management Act process.

That process usually takes 9-24 months.

NZTA and BECA staff were at the Tauranga City Council's Ten Year Plan meeting today to answer questions raised by councillors about the Welcome Bay underpass.

Councillor Bill Grainger wanted to know why the traffic lights option was preferred by NZTA when the roundabout options provide better access for Ohauiti traffic.

Andrew says the underpass options are concept designs which assist NZTA in making the choice about the underpass, instead of a roundabout, overpass or gyratory.

The traffic lights option provides better answers to questions about connections for Welcome Bay traffic and Hammond Street; traffic lights are also more pedestrian and cycle friendly.

'Pedestrian and cyclist access is not that great through a roundabout,” says Andrew.

'Placing a roundabout down the hill from the underpass places the roundabout on a slope, which is not preferred.”

Access to the roundabout would be too steep down the hill from Ohauiti, and the traffic lights option means they can move it far enough away to work properly.

'The traffic lights can balance the traffic flow and the slip lane provides free flow onto State Highway 29 for Welcome Bay traffic turning towards Greerton,” says Andrew.

Network issues haven't yet been worked through.

These include the merging of Tauranga bound traffic, which with the underpass lane, Hairini Street and the lane from the Maungatapu roundabout, will be three lanes.

Hairini Street could get blocked off or become a bus only lane, says Andrew.

They are the kind of issues that will be discussed with city council staff in the project's next stage.

'That sort of discussion is a couple of years away,” says Andrew.

'That level of detail is not where we are at the moment.”

The councillors endorsed the option, noting that the timing and funding of both stages three and four of the Hairini Link will be considered by NZTA and TCC.

Mayor Stuart Crosby says regular updates to the city council can be made via the council's projects and monitoring committee.

I think that it is to long for BOFFINS to think, you just can not let them have that long otherwise they will dream up other ways to make it complicated, costly and worse-a. The previous plan with the big round about was much better, I am sure a little thing like "sloop" can be remedied by cutting back a bit further up the road so reducing the slope in, simple really ... just get to it now mate! The Chinese would have had the road 1/2 way to Tibet by now!

I am DISGUSTED at the lack of respect of the NZTA.....Not ONCE in nearly a year have they contacted the residents affected by these changes since their initial visit to say houses may be required....I cannot say on here what I think of these people. This is all a waste of time, the best plan yet was 20 years ago when they should have finished it. They are trying to reinvent the "wheel" again and again ... as usual more is spent by idiots "thinking" or "scheming" or other nefarious things all at a great cost to taxpayers and ratepayers.

Photocopy the plan from 25 years ago and place that in front of the Council RMA experts, they will issue an in-house tender and award the contract before anyone else even knows about it. When it comes to under-arm secrets they are the best in Australasia (except for the Aussie cricket team of course) They will also have it half built before anyone worries about getting a building consent.

How can you say about the "lack" of "respect by NZTA"? There are two obvious things that scuttled that idea totally. First: How can you have respect for TCC when they built K Road when obvious that it was a financial / motoring disaster well before even built! Second, Based on the Wellness' centre/Hot Pools CATASTROPHY, consent process you would only want to involve them on a "need to know basis" right! Then there is the TCC funded drinking establishment at Mount Greens all paid for by ratepayers, three attempts at Baypark to buy it all (still wondering why in the first place but that is another story ... and then there is the biggest mess of all, the Southern Pipeline Hundreds of millions borrowed and spent on a "has been project" with 30 year old technology that holds onto old as technology that is environmentally harmful. GET THE PICTURE !!!!!!!!!

Oh Yes Wormtongue......I have lived here all my life and I know and have kept abreast of all the things the council have done. In this instance the NZTA walked into my house last year and promised they would keep us PERSONALLY informed (before the public), if our homes were to be demolished....Through all this process not one person from the NZTA has contacted myself or any of my neighbours about this issue.

It is not NZTA, it is the guys running up a tab that do the wandering, Property Consultants or something? they are the ones doing all the street contact and other stuff. They are under contract by NZTA though.

Look at and simply follow the original 1980s plans because all this cxross thinking gives us more cost and grief.Hammond Street people can hardly complain provided they are properly compensated as they were always going to be affected by the project and many virtually live right on the existing motorway anyway ! Just get on with the tunnel/underpass and be done with it- one step at a time not the full Monty.

So we agree that TCC is a sham happpening, I would say that this is particularly prevalent in the last 8-9 years by my reckoning. I to had this lot cross my door step to, they promised a lot of course and nothing since, I think you will find that they only want to find out who the objectors are, no one else matters one little bit after that. If they "NEED" you somehow then that is of course different, they will be your friend for life (meaning until you sign over everything).

@ Kamikaze - shit no, we shouldn't complain, we live in a communist country don't we.....well it seems that way.....The group of house affected in Hammond Street are at the bottom of the hill NOT affected by a motorway at the present time, quite the opposite in fact....we have no houses - on the other side of our road, just a peaceful paddock which grazes stock.....It states quite clearly in the Public Works Act, "we are not to make a proft", so my house is worth stuff all on paper, but is my castle. I feel comfortable and safe with my neighbours, am involved in my community etc etc. Yeah Kamikaze, lets just get on with it...Don't get me wrong, if it progress, lets do it, but there are 7 households affected here....I thought that their might be some human empathy for us, but it seems I am wrong.

They have no human empathy or anything else human. They have no integrity, honesty or social conscience- believe you me. I have just been thru the wringer with these dastardly, conniving baskards. I had my property on SH2, between the motorway & Bethlehem roundabout, under contract last October 2010, awaiting due diligence, deposits payable after that & settlemnt in August on cleared title. NZTA let it be known publicly that they were going to widen the road & came to me informing me of what they were going to do. My first contract disappeared. NZTA confirmed they probably wanted the property & would let me know. My second contract had to go as well & NZTA wrote confirming they were going to negotiate the purchase and settlement should be in July/Aug. We waited & waited & followed up and always delays. Then 9 months later on 25th of August they informed me they no longer were going to buy my property. In a meeting with them last Friday 10 sept they 'washed their hands” and said ' we have operated by the rules of Public Works Act”. We asked for help. They do not recognise any fault. They have shafted me, destroyed my life, probably leading to my bankruptcy & they do not give a sh.t!! I am 71 years of age so where can I go, instead of having a little cash in my pocket for my wife & I - I face bankruptcy. May you fester in hell NZTA bureaucrats. So please anybody who may have to deal with them DO NOT TRUST THEM ¼ mm. They have been tutored by Machiavelli and the Devil

Seems this Public Works Act and the people whom work around it are subject to their own rules... Perhaps this is why it was used in negotiations around Maori Land. I can understand why the law is there, but it is the abuse and application of th "letter of the law" that is the problem, it is obvious that there is a complete and utter disrespect for: people as fellow humans, that it is "someones home" not just an obstacle to a selfish end result and desire outcome of others. All of that considered the fact that "Demandthethruth" has been notified via the public of the plans is unacceptable, that obviously there is significiant emotional and financial harm caused. One would have to ask where is the honour and respect here for the basics that are needed been a citizen and its masters. Very easy to see a good case for damages and that would almost fall into the category of negligent.

Thank you kiaora2 NZTA staff have no feelings for 'ordinary good people” and if they did they would step up and say ' look I feel empathy with that & I would like to help & find a way through it”. In my case I had the property on the market then I fell sick & had a very large bowel cancer removed in Dec 2009 & could not keep up the mortgage. The bank have been very understanding and empathetic, to date. In july 2010 I finished my chemo regime & in October the 1st contract was signed then a week later the 2nd contract was signed. By the time subdivision was to be complete we would be settled in approx Aug 2011. Thank God we said we can now sell & have a small amount to last us. Then along came NZTA and now we know; destroyed our dream. Their actions lost our sales by Dec; but they wrote & informed us in January ‘11 that they were instructed to negotiate to buy. Then 8mths later in 25th August they say they are not going to.We had a meeting last Friday but like 'pontious pilate” they washed their hands & said 'go to the Minister - nothing we can do” I could not believe my ears. I went outside & was full of anger and felt sick - what are these gooks ?? Robots?? They would not discuss any form of compensation - we destroyed your life - oh no not us. My wife had to go overseas to look after her sick & ageing mother in february. We were looking forward to spending time together by now - at 71 (particularly after cancer) every day is a bonus!! but that does not look likely. Stress & cancer are linked so thank you NZTA!! Now I am faced with trying to sell in this market. I am stressing to the max that the Bank will move against the property and as a result I will be bankrupted. I don't need that I need the Banks help to fight NZTA as it seems they are the only ones may be big enough to do it. NZTA think they have the right to ride roughshod over everyone. WELL NZTA you may as well know I am going to fight YOU, probably to my death. "We will march, march, march to the enemy and fight right to the end. Au-E Ake Ake Kia Kaha E!!"

I would say the only option left is that Demandthetruth has is via legal due process of: - misrepersentation, malfeasance, misuse of office, misfeasance, negligence and I am sure there are a few other crimes that will surface along the way, especially around the foreseeable consequences of the actions, decisions and statements made by the NZTA representatives. All of this is very bad conduct for a Government Department to have caused this harm to a citizen. If they have a clue about the job they do then this would have been well known to them on a "cause and affect" basis indeed.

Please don't say that "they" don't want anyone to know that, the aim is to lead the sheeple peacefully to the slaughter, the meat is better that way of course, less stress and resistence of course. No roundabout is almost in the extradite category for sure, it is like a poor sibbling that is no longer wanted and is cast off into the hills and abandoned to fend for itself all alone. Perhaps Welcome Bay would get a better deal if part of WBOPDC, The Council office is almost there anyway.

I see that "grave" concerns are being raised about it, a lack of other link roads onto/off it until sufficient development occurs, like 2025 or later. All they have to do is look at K Road, no way on or off, therefore no tolls collected, a problem to all that usage is well under budget 10 yars later. This is a relica of K Road but 10 times bigger, yet again the numbers used as a basis for the $$ to pay for construction are NOT justified, it will fail as K Road has for the last 10 years.
