Security guards are stationed on Matapihi footbridge today acting as safety advisors while Tauranga City Council tries to keep the bridge open despite a report deeming it unsafe.
Earlier this week councillors voted to keep the footbridge despite a engineer report declaring the bridge unsafe.

Security guards are stationed at Matapihi railway bridge guiding pedestrians.
The decision to keep it open was made on the basis that closing it would see people taking the even more dangerous path of using the railway track.
That decision exposed the council to public liability issues.
Today ‘safety advisors' are on the bridge at both ends and every 50 metres along it directing people where to walk while work gets underway to secure the bridge.
The decision is a result of a further meeting between councillors and engineers last night to clarify safety issues.
The measure is an interim safety solution for both pedestrians and cyclists.
The information presented to council states the bridge is unsafe for cyclists due to the height of the barrier, unsafe for groups of pedestrians because of weaknesses in parts of the 50-year-old wooden structure, and some parts of the barrier may be unsafe for leaning on.
Council says plastic barriers will also be installed in the next 48 hours. The real work on the bridge repair is expected to begin in about four months.
Safety advisors on the bridge are handing pedestrians a notice stating the following:
'Some parts of the Matapihi Bridge have been declared unsafe for pedestrians and cyclists. The Council is going to erect some safety barriers in the next 48 hours and will be doing repairs on the unsafe parts as soon as practicable. This will require some closure of the bridge.
'In the meantime there will be safety advisors on-site to provide direction until work is completed to make the bridge safe.”

Closing the footbridge entirely was considered last night but was decided to be impractical as the decision was made at 4.30pm.
Safety advisors were called in to man the bridge from 5pm.
Engineers told councillors this week that the walkway is in poor condition with the main timber beams exhibiting splitting and decay.
The handrail is also in urgent need of repair. Considering the structure's overall condition it is considered highly likely that the load carrying capacity of the timber members is reduced.
The engineers report to council says the quantity of work required involving the removal of the timber beams to treat the steel support structure, means the walkway may have to be closed temporarily.
Repairs are expected to cost in the region of $770,000.

dont you think council that it would be a better idea to spend money fixing the pedestrian and cycling bridge than spend money on some silly hairy mclarey statues etc. get your priorities right.
Close the walkway now

TCC - have the guts to close the thing until further notice. If someone wishes to bypass the walkway by however means, warn them by notice that it is on their head. Time to stop the politically correct BS, and for people to take some responsibility for their actions. How long and at what cost are the guards to be there?

Only an organisation flush with cash like Council could hire security guards and "safety advisors" for this. Just put up a sign warning of any risks and leave the rest to Darwin.

Repairs are estimated at $770,000...... less than 24 hours after the report....smells of a wild guess to me,aimed to soften the blow and set the precedent for a million dollar scam by one of the Mayor's mates/pet contractors.
Community Project

100% Agree with all comments... One answer would be a community project (Jaycees, building companies, those using the walkway)to get together? Even those on PD could help. Am I dreaming . . .

'whatsinname' I believe the cost for Hairy Mclarey is from private sources, however I may be wrong, but re the bridge. For the 60 plus years I have lived in Tauranga this bridge has always had its little and major problems. The biggest problem has been the lack of surveying of it over the years. Built and she will be right attitude. The idea of signs after a day of "safety advisers" would I believe be adequate. Our council is spending money hand over fist and it is about time in their budgeting they have a fund for the unseen, like the bridge. As 'CC8' has stated I hope a fair tender is offered, believe too many jobs for the boys (mates) happening at the moment. Pity the council was not allowed to operate as it use to with it's own workers instead of the over priced contracting.

You gotta give it to the machine: the systemic leeches always find new ways to pull a quick one on us ratepayers. A ‘Safety advisor' every 50 meters to advice??? WTF??? Bureaucracy has developed into a multi-headed vampire, each layer giving 'purpose' to the other to suck of the ratepayers under the pretence of administration. As long as there is any life blood in the host (=ratepayers) the self-serving bureaucratic leechdom will continue this extortion. Does everything need to come to a grinding halt before squandering bureaucratic bozos, local and central ones, realize what they are doing? -Citizen Monitoring Council-

There was a plan to put a 1 mter diameter pipe across on this bridge for Sewerage, so why is it a problem for a few Matapihi inmates to wander across?

Looks like 10 NUTECH guards employed 24/7 & if that is so that is $19200 a day Let me repeat it $19200 a day!! The propoganda being peddled about the state of the bridge is incorrect please print the correct facts.

Museums and Hairy McLarey statues are all nice and dandy when you have a bunch of spare cash, but there are some serious problems in Tauranga that need addressing and that should be priority. The decay of this bridge has been evident for some time. Come on Tauranga City Council, get your priorities in order!
But Wait there is more........

Another TCC City Partner OPUS apparently got the thick end of $50grand to provide a safety report on the walkway and initially raised no immediate serious safety issues on the bridge.WTF is going on here ?
SCAM

$19,200 a day for over four months (17 weeks) is $2.285 million and in that time the job has not even started. Who is the Lunny bin occupant who voted for this?

I think that about sums all of this up.
BETTER ANSWER
Posted on 01-06-2012 14:03 | By YOGI
Put one guard at each end and close it until fixed that would cost a fraction of the $$$, but as both OPUS and NUTECH are City Partners then they don't have to think about saving costs now do they!
ANOTHER OPEN TAB X 2

Looks like the winter bonus has arrived for them both then.
HERE ARE THE REAL FACTS

Some pointy heads in TCC COUNCIL recently commissioned a structural and safety report on the Matapihi Walkway Bridge from OPUS (a City Partner) costing a mind blowing $50000 !!. This report identified some areas of possible concern(other than the cost of the report) namely some planks needed to be replaced, wire mesh needed repairing, steel girders needed rust proofing on ends, in a few cases new steel pieces bolted on to lend support and oh yes after seventy plus years the existing railing height needed raising from 1200mm to 1600mm ?.No mention anywhere in the report that the bridge was unsafe or dangerous to use.Up to the plate steps TCC Council in panic mode immediately engages NUTECH(another CITY PARTNER)to place up to 10 security guards on the bridge 24/7 a complete overkill at a likely cost of up to $20000 a day initially. So we now have an OPUS report for $50000 and NUTECH security at up to $20000 a day which if it continued unabated would work out at $ 7.3 million a year( Yep that's right folks). TCC COUNCIL have estimated repair costs at a ridiculous over the top $800,000.So much for the Planet Bongo TCC Crews Fiscal nous- the total cost should be way under $100,000- based on 200 sheets of marine ply for overlay decking cost $32000 some rust kill paint, some steel pieces some bolts some rolls of mesh netting and 400m tanalised 4x4 to raise the railing height @ a cost of say $4000.In addition you have labour costs to install all this say 4 men @ 100 hours each that is a total of $20000 for relatively a straightforward quick job .Readers you don't have to take my word for it do the sums yourselves and you won't get over $100k if you do report back and state how come.!!
2 BETTER THAN 10

Close it, pay two (one at each end) and save a heap. Anyway what is listed here about a "few safety" issues is actually being used as an excuse to half rebuild it. These suckers are being "LEECHED" on this one for sure, and who better to do it thn a few City Partners.
LITTLE RED RIDING HOOD
Posted on 04-06-2012 18:12 | By DRONE
Reminds me of the little story and about when the wolf arrives dressed in sheeples clothing. The end is the same for ratepayers here, Oh my what big teeth you have ... they will all eaten up ... That is what has happened here to.
This is Unbelievable

Surely this must be a pantomine being played out for the benefit of the punters.Seriously no one could be going down this track with the amount of money being splashed about here.
MONEY MONEY MONEY
Posted on 06-06-2012 21:32 | By Hebegeebies
Just looks like a deliberate attempt to suck Tauranga public in by scare tactics to spend nearly $1m TCC ratepayers money on a nice to have cycleway 2 metres wide . Spare no expense it seems to provide for 500 people(walkers and cyclers) a day and that is sheer fiscal lunacy when a good job can be done for 1/10th of that.
COMMON SENSE WOULD BE

One guard at each end, but well Council is always going to spend up / overkill the situation every day, come on people this is why your rates are rocketing out of control.
HEE BEE GEE BEES
Posted on 10-06-2012 14:40 | By TERMITE
The spending madness is obvious, but what can you say about that? It is no different to any other TCC barainway both in magnitude and the feaverish way that money is overspent again and again.
WOT OSH PROBLEM
Posted on 12-06-2012 10:08 | By PLONKER
After a day or so there are no longer any guards x 10+ hanging around, what ever OSH problem there was seems to have fizzled away. Although there is a "flash" new bit of pipe with some really fancy brackets attaching it to the existing fence, is that it for $770k or so? the megalomania continues!
city partners
Posted on 12-06-2012 13:26 | By tonyb1
The big have about city partners, it is nothing more than the big boys club looking after each other which reduces competition and does not allow new buisness too get a foot in the door
id help with repairs
Posted on 13-06-2012 23:14 | By gromzworx
i work in hardware and im sure we can all help with the costs to repair the bridge if we were asked for a little effort on a sat morning. a little bit goes a long way. for $770.000.00 we could buy loads of wood, steel and wire and still have lots of change to shout lunch to everyone who helps
ME TO GROMZWORK

But that would show them up for the rip in progress and repeated over the years.

So that means open tab on the costs for all of this, like has anyone learnt anything from the RMA Hot Pools mega millions that were overspent then?
@Plonker

I guess the CEO ordered the security guards. I repeat that saving money doesn't seem to of huge concern to council.
