Local councils need to impose on themselves the same kind of extreme fiscal constraints that central government has, David Carter, Minster for Local Government said today.
Mr Carter told the Federated Farmers conference in Auckland that the seven per cent average increase in rates each year over the past decade suggests there is plenty of room for constraint in local government.

'Over the past four years, we have seen central government impose on itself extreme fiscal constraints in our bid to rein in spending and strengthen our economy.
The logical question has then arisen – could local government undergo the same discipline? The short answer is yes.”
New Zealand's 78 local authorities are a significant component of the New Zealand economy. They make up four per cent of GDP, spend $7.5 billion per year of ratepayer money, and manage $100 billion worth of public assets. They deliver a wide range of critical regulatory functions and services that directly impact on the lives of New Zealanders every day.
The Better Local Government Reform programme will improve the operation of local government in New Zealand. It will focus local authorities on operating more efficiently and effectively by doing things that only they can do he said.
'It will deliver settings that will encourage local authorities to reduce red tape and compliance, minimise rates for households and businesses, control their debt, and provide high quality infrastructure at the least possible cost.”
Other parts of the reform will facilitate more amalgamation amongst councils.
'The current legislation makes this extremely difficult. In fact, no amalgamation has occurred under the existing rules.
Unlike the 1989 Reforms, what I'm proposing is that communities determine what will best suit their purposes – drive it from the bottom-up, make it an easier process to get proposals before the Local Government Commission, and give the Commission the power to modify proposals, and present back to the community the best possible streamlined position.
'The reforms also set out the establishment of financial prudence requirements for local authorities.
'In line with central government and every household and business in New Zealand, councils must restrain spending, keep costs down and run as efficiently and effectively as possible.
By getting local government to work in tandem with central government, we can drive a better economy for New Zealand,” he said.

Seems to me that the National Govt is borrowing $350 million every week. That's the equivalent of Tauranga's debt, only every week. So where are National saving? They seemed to have gone soft on the cushy jobs and perks of Foreign Affairs. Health bureaucrats continue to travel abroad and run up huge phone bills according to recent news. No sign of MPs curtailing their penchant for First and Business Class Travel and fancy hotels either? Not that I disagree with a call for Councils to tighten belts, of course they should starting with highly paid pseudo management positions.

Any guesses as to what 'the best possible streamlined position' means? You can bet your last dollar it does not mean giving communities ownership, meaningful opportunities to participate in decisions, does not mean democratically elected representation that reflects the community. Does not mean reduced costs and rates. Likely just more power to fewer people on higher incomes!

Start with cutting down the Old Boys chum club, outlaw the double- and triple dipping of councilors as CEOs of TCVL, TCAL, TECT functionaries, reduce all salaries above 70K, reduce staff numbers (500 is not sustainable), discontinue council non-core spending, stop all pet projects and crony enterprise, stop wasting meeting time on sticky-beak, busy-body and moralising agendas, cut spending on core activities by application of stringent search for more cost effective alternatives (stop City Strategic Partners getting overpriced jobs without tendering) and stop further increase of debt. In two words: REDUCE bureaucracy. -Citizen Monitoring Council-

Like communities have ownership now, can it be any worse than now, TCC debt is at the maximum now. There is a complete failure of local government to be accountable and transparent to to ratepayers, this especially applies to TCC, Murray you should know this already, so can Government improve this, I don't know the best answer but right now how can it be worse than now?

History never repeats? Recent reading of a 1965 newspaper confirms that we have not learnt from past mistakes. We need people on charge to make bold descisions, and not just tinkering and justifying their positions. No, I do not have the answers, but we clearly cannot carry on as we are!

You complain about democratic processes to be curbed??? After all the rort of recent years ANY curtailment of council exploitation extravaganza has to be applauded. Didn't you see that coming? Council has rorted a bit too much, and now it dawns on you that some cushy jobs, some chummy agenda, some crony business will be cut. You dare to talk about 'community's ownership, meaningful opportunities to participate in decisions,… democratically elected representation that reflects the community”...what on earth are you talking about??? Council needs to get down from their cloud and LISTEN and HEAR and DO what the community wants. You are ratepayers' REPRESENTATIVES and not some lobbied enterprise gofers. Do you read the paper? Do you talk to people? Do you listen to ratepayers? You might say Council is ‘de-mock-ratically' elected, ha!, council has no mandate to most of it's misappropriating, preferential, busy-body, stick-beak, non-core agenda. Abraham Lincoln said, 'you can fool some of the people all of the time, and all of the people some of the time, but you cannot fool all of the people all of the time.” That time seems to have come. Further, and far more serious, is the effect of bureaucratic rorting on the political scene. Look at what's happening in Greece. Should we have people with their backs to the wall? Should we have riots downtown? Get your council mates in-behind, times are over for delusional laizzes faire bureaucracy vocations. We have a free spending council that seems to think the ratepayers are all oil sheiks. All frivolous council projects and staff should be canned. Whats the point of having staff dreaming up projects when there is no money to pay for them? You know the council are out of touch when they're nearly 1/2 billion in the hole, and they're talking about building boardwalks and introducing dinghy registration systems. Sure, they may not sound like a lot of money, but, add up all the little projects and it will be a lot. Truth is, the Bay of Plenty economy is in an awful state. House prices are an excellent barometer of a regions economy -- check todays herald, Tauranga is the worst main center. If it weren't for the Marine parade mansions financed by out-of-towners, house prices would look far worse. Council has not woken up to the plight of the people. I don't think the current lot ever will. They seem oblivious of the world wide financial crisis.

Staff numbers, 550 is VERY wrong, there are a few others floating around also: 150 in TCAL (as per Moultrie), 40 odd at Baypark and TECT Arena (as per the new acting CEO) then there is all the masses at City Care (about 230 odd), a raft of former staff that are now 'consultants'. You may as well call it 1,000 + WBOPDC + Regional Council. Thsi lot are multiplying worse that a "flock of mice" on a warm day in heaven!
