Are noisy trucks and motorbikes tested for being too loud when they go for a Warrant of Fitness?
And if not, why not?

NZTA response: The short answer to the reader's question is ‘yes'. Motor bike noise

NZTA noise limits far exceed overseas recommendations, in Aus max is 90dBA @ 1mt @ 50kph in 3rd gear. Noise levels increase exponentially so 90 to 97dBA is a lot of additional noise plus I doubt if any WOF station has a dBA metre or bothers testing. The main problem in NZ is bikies modify their HD exhaust and NZ police don't care, won't book them. I have personally measured bike noise levels in Tauranga exceeding 150dBA, that's more than enough to cause permanent hearing damage to pedestrians.
