An obscene situation

Changes to the Local Government Act in 1989 gave CEOs virtual autonomy, to the extent that they are permitted to withhold information from councillors and the public. This obscene situation invariably leaves councillors in a position of ignorance.

The Resource Management Act, being a non-prescriptive document allows local government staff to interpret an application any way they see fit without any legal obligations.
