A move to have independent audits of the Tauranga City Council's internal performances remains on the table after some word changes were made.
Councillor Catherine Stewart's notice of motion calling for an independent efficiency audit came under attack and was in danger of foundering.
It is intended as a cost saving measure. Catherine also wants the council to have the ability to undertake independent reviews on major projects to assess cost savings.
Catherine wants the audits introduced to the fastest growing and most indebted city in the country as a way to stop the costs creep that she says is plaguing the council and its projects.
Catherine says in spite of the council rule of growth paying for growth, city rates are set to rise 65 per cent over the next three years.
The Southern pipeline project cost was $19 million in 2004, $65 million in 2006 and this year is estimated at $85-106 million.
And the creeping continues. In recent weeks council staff asked for $50,000 to investigate a $7 million storage tunnel for the southern pipeline project.
Catherine's notice of motion was attacked on the grounds it did not say how the audits were to be done or at what cost – and that staff were paid to do that sort of thing.
Her reply was that on the design and build side of things Bethlehem College built a $5,500m2 performing arts building for $6.7 million while the council design for a 970m2 Greerton library will cost $9 million.
Council voted to investigate with staff the independent efficiency audit, and Catherine left the major projects review part of the resolution on the table, pending the completion of procurement workshops soon to be undertaken by the council.
