TISEC tenders to be called

Tenders are to be called on the $41 million Tauranga Indoors Sport and Exhibition Centre.

The issue over a stalled access agreement has been resolved.
The council meeting yesterday was presented with copies of an amended agreement between the owner Tauranga City Venues Ltd and Baypark Speedway Promotions Ltd.
Progress was stalled for several months over the agreement, which allows TISEC users to access the centre while speedway or other events are being held.
Councillor Rick Curach wanted to delay construction for a few more months while design and build options were further explored – but he was not supported.
Rick says Auckland company, Econo Build, can build the TISEC for $9 less than the tender price.
The council has already spent $4 million on the design and consultative process, and it is now time to build it, says Greg Brownless.
Councillors reminded Rick there is a design-built provision involved in the tender process, and a cheaper build process will not make the TISEC any cheaper for the city council, which remains committed to $25 million.
It will instead affect TECT funding, jeopardising the whole process. If the price for the centre and access is less than $39 million TECT reserves the right to rebate the distribution of its $6 million, required as start-up funding. Any changes to plans and specifications that alter the contract price by more than five per cent require TECT approval.
