Growth not backing $130m pipeline

Changing growth patterns are looking like leaving the city's $130million Southern Pipeline project without the population to justify it Tauranga City Councillors were told this week.

In terms of funding the Southern Pipeline the city is relying on development contributions from more than 10,000 dwellings being built within the city limits.

'And that is not looking like a realistic prospect happening within the 40-50 year time frame we are talking about,” says city planner Andrew Mead at the recent council Strategy and Policy Committee meeting.

'You are going to have to look at how to get development in the same corridor that connects to that same pipe.”

Staff will be coming back to council towards the end of the year with intensification research.

'We designed a pipeline to cope with projected growth, and now we are designing the growth to assist with the projected pipeline,” says Councillor Bill Faulkner.

'It's an interesting point how we geared everything to this continued line of growth and we have to be careful we don't fall down that trap again.”

The southern pipeline is a 23km long 900mm diameter sewer laid from Maleme Street to Te Maunga via city streets.

It is to cross the estuary from Elizabeth Street to Matapihi. The project is expected to cost more than $100million. Some estimates say $130million, other more than $200million – depending on whether the associated rebuild of the Te Maunga wastewater treatment plant is included.

The pipeline was originally scheduled to be completed in the 2013/2014 financial year, but the city's population growth has fallen below estimates and the completion date has been set back to 2016.

It was the growth issues that brought the Southern Pipeline Project into the discussion over the SmartGrowth policy review.

Growth funding is the elephant in the room says Councillor Terry Molloy.

'This is the biggest challenge that local bodies are facing at the moment, particularly areas that have a lot of economic growth. [The situation has] left us hanging out to dry, it is almost impossible to deal with unless we get some government help,” says Terry.

Because SmartGrowth is well received in Wellington he wants to use the policy review to develop some weight behind the council's argument, in conjunction with the SmartGrowth partners the Western BOP District Council and the BOP Regional Council.

'We really need to be actively putting pressure on the government to assist us with our infrastructure funding because its 90 per cent of our debt,” says Terry.

'It's the same for every area that's got strong economic growth and we have to find a way through it because the ratepayer can't keep carrying the costs.

'We need more tools. Government puts costs on us. It provides education but doesn't pay rates on schools. It provides a health budget, but doesn't pay rates on hospitals. Everyone has to pay their share. We just need more tools.”

Governments don't really understand the cost of infrastructure, says Mayor Stuart Crosby.

'They haven't got a clue really about growth, with the greatest respect to the Productivity Commission, it did a study on affordable housing. They missed a lot of critical areas, and they are not listening to people like Auckland, Hamilton, Tauranga, Queenstown Lakes, who have a lot of experience in the real life-time costs of infrastructure.”

Local communities should be empowered to make decisions, but central government is not providing the tools, says Stuart.

'This government is trying to tear us to bits before they even understand how we work. This is the fundamental problem,” says Stuart. 'MPs who haven't got a clue about Local Government want to fix us before they understand how we work. When we go to them to seek opportunities to actually spread the load, nothing happens.”

The issue facing the council is an increasing shift towards ratepayers funding development.

'The ratepayers can't do it,” says Stuart.

'In the last 10 year plan $35 million dollars of what should have been funded by the development community is going onto rates in the long term.

'We have got $60million in debt funded development contributions at the moment. We just can't carry on like that.”

The situation has developers and the city planners looking at alternative options for outlying development like Wairakei at Papamoa East and Te Tumu. Because the population doesn't yet justify the council committing to the $100 million Wairi Stream water supply project, alternative water supply and treatment options are to be workshopped.

The point is that central government fully understands that Councils' financial mismanagement and crony misappropriation cannot be sustained and that's why we have Local Government Reform. If Council(s) wouldn't have drowned the region in debt with more to come, central government wouldn't have listened to ratepayers lament. At the end of the day it doesn't matter who extorts our hard earned money for what. Recession means tightening the belt, a seemingly incomprehensible circumstance for bureaucrats who recklessliy spend other people's money. -Citizen Monitoring Council-

Add to that the reality that the project is a complete environmental disaster waiting to happen, add to that the truth about the same type of waste water schemes around NZ that also have failed/crippled ratepayers. Looks to me to be yet another example of the failure of Smart Growth, its predictions, ideas, recommendations, generally everything they look at fails. New plan required here ... whatever Smart Growth recommends, do the opposite! The poor old Tauranga ratepayer gets the bills and debt for many a decade for this little gamer of folly and trivial pursuit all rolled into one.

Molloy says "90%" of TCC debt is for infrastructure, that is bollocks for sure, virtually all the debt relates to "want to haves" like Baypark, TECT Arena, Art Gallery, Mount Greens cozzie club and bar. Then you look at what maybe "infrastructure" the Southern Pipeline,. and now they all realise that it was a waste of time like everyone else except Smart (NOT) under-growth (lost in the creative somewhat and $15m spent ... for what and why?) has been saying for a decade or more. By the way that one little silly scheme budget blew out from $30m in 2003 to $300m now, guess who is paying!

So even those driving the totally discredited "growth" philosophy are now telling Council that Southern Pipeline is an expensive waste of time and space- glory be !!.The real facts are.(1)Fact final projected cost of Southern Pipeline including Te Maunga upgrade will be over $300million and that is TCCs figure (2) Fact no new developments means no developers cash contributions to a sewage scheme that must be completed in 2 to 3 years so full cost will be up and running.New developments will come from Pyes Pa, The Lakes and Welcome Bay and will not reach potential for many years so alternative satellite sewage plants would have time to grow as demand kicks in.(3) Fact there has never been any peer review of alternative economic stand alone sewage systems. The Beca review related to a hand picked gold plated Rolls Royce option- this is not comparing apples with apples(4)Fact stand alone satellites do not require to use any part of the existing southern pipeline infrastructure and the existing pipeline does not need to service or rely on satellites because they would be of ground infusion or pure water type.(5) Fact it is a joke to say you cannot compare the Kaipara situation with Tauranga because it has all the hallmarks of Tauranga's debt issues.The only reason Tauranga can cope with Southern Pipeline currently is that this debt hasn't hit the fan yet.Whats more people have been telling Council this for yonks and no notice has ever been taken. !! The dreams have been found to be less than real by a sizable margin. The results now are a massive pipe in the ground that has little use or benefit to anytime. The only way it would be of use is if it got to its destination at Te Maunga, but that would mean spending $300m odd (not verified and peer reviewed) cost of a few years ago. The technology is also 30 years out of date to, that means this is all like trying to resurrect a dinosaur as the new and now.

Never was to be completed by 2013, it was to be a four year project, that means it is 2016 anyway, the real worry here is how are the bills to be paid? There is little development (over the next 50 years) and the little that remains is heavily reduced so the debt will all fall on to ratepayers.

Smart Growth seems to be all about scheming up new ways, ideas and numb skull ways to create something to spend lots of money. All of that then needs to be borrowed, most infrastructure things that have been created have been found wanting, it was all a goodf idea to setup development areas with all the services there and all ready to go but no one bothered to see what the developers wanted, no one bothered to see what 'Joe public' the house buyer wanted, so it has all ended up as a mess as many predicted it would be. Now there are tens of millions of debt that there is no way to pay off as there are no development fees or building fees being collected now, worse the fees that are being collected are now discounted a lot also, that means the debt is going to fall out and onto ratepayers lap yet again, because there is already to much debt there already then that means rates must rise a lot to cover the debt. It is indeed a very sad story that few yet realise is coming over the horizon and been well disguised from all so far, but there is no escape from this wee little Tsunami. No sirens will save you from it and that is even if you can hear them.
