Ratepayers supported Tauranga city's pools network to the tune of an unbudgeted $3.8 million in the last financial year, according to TCAL's annual report.
The report adopted by Tauranga City Council this week shows ‘grant revenue' at $4.4574 million, when the budgeted amount was $733,000.
Notes to the report state the extra is from a renewals grant funding for the hot pools emergency works project at $2.3 million. Grant funding for the hot pool redevelopment write off of costs to date at $1.101 million, additional renewals capital funding grant of $240,000 and an unbudgeted debt retirement revenue of $300,000.
While the city poured in millions, the pools network's operational revenue was $1.410 million under budget - $4.769 million, instead of $6.179 million. Last year's operational revenue was $5.235 million.
The operating revenue was $1.4 million below budget because of increased competition from other gyms, it is claimed in the notes.
Budget clubfit membership is down $700,000 because of increased competition, a lack of manager for four months and staffing changes ‘impacting the continuity of the sales team.'
The hot pools lost $304,000 because of the closure from July to September for emergency maintenance works. Bayswim targets were down $220,000, again because of competition. Cafe revenue was down $77,000.
In spite of this, TCAL spent $286,000 on new gym equipment during the year.
The budgeted operating deficit for the year was $1.331 million, while the actual was only $230,000 – a difference of $1.101 million, or the amount of the hot pool redevelopment costs write-off grant.
TCAL's net deficit for the year is $351,000, but the pools network comes out overall in surplus of $2.461 million because of an unexpected $3.893 million net gain from the revaluation of buildings and improvements.

A jewel

The Mount Hot Pools are one of the jewels of our area. The second spa pool is now back on line after having been filled in (I never understood why they did that...) and the new awning is on the way. The pool temperature is cooler than before but I understand that is the subject of a different discussion. The showers are working again. The pathetic little aquajets are still in place and they are (marginally) better than nothing. The place is being given a cleaner, fresher look and it no longer breaks my heart to go there, but we are still a way short of how it used to be before all the nonsense and neglect. My personal opinion is that a genuine effort is being made to remedy the situation and I commend those behind it.

More creative accounting - the way they are going we will be getting paid a 'rates' cheque. Wow what you can do with a bit of smoke and a couple of mirrors!
Too cold...

Most pools run by people with commercial acumen realise customers enjoy a variety of temperatures. We hardly ever visit the Mt Hot pools any more due to low temperatures and prefer other options such as the Welcome bay hot pools.
still to cold

The Hot Pools have never been back to what they were before they were shut in May last year, in fact for the many millions of ratepayers money spent the result is absolutely shameful. I just can not see how the Hot pools can go backwards so much after so much money has been buried there. Then a few weeks back one of the staff said to me (accidently went back in with the hope that all was fixed, mistake that was ...) that they still had not yet found the reason for the water losses. Heads should roll!
Why ??

do we all keep letting this council justify reasons to spend more and more money on projects that are little benefiting our area. Not only have we heard constant complaints from our customers about the pools but damn it we have to maintain our pools to a high standard so why doesn't the Council. Or is this another little ploy of theirs to get rid of yet another reason for tourism here in Tauranga or the Mount. I wonder where they going to go next to destroy what little tourism there is here, must be peeved you cant ditch McLaren falls council that is still going to bring in tourists occasionally. You have spent such a vast amount of money in the pools and nothing to make them different or somewhere tourist may actually want to come too. Time you learnt you cant keep doing things for the locals but try doing something to entice more tourism. Wake up and step into this century. as to their being jewels they are more like a piece of granite at the moment.

If you believe this load of COUNCIL codswallop and creative accounting you will believe anything 'it's cheques in the mail' territory. A real audit is long overdue.
