Poor bloody Police!
I have never seen this paper with so many stories of car (stupidity) accidents. Face it New Zealand, we are a bunch of inadequate, over-confident under- achieving, aggressive morons with an Inflated sense of self when we get behind the wheel of car.
The only way we will ever have a "road to zero" is to take away the driver. Get real! With societies growth, lower socio-economics, lower education, congestion, impatience and attitude, the reality is going to be increased death toll. Quite frankly, I don't expect to pass on from this life through old age.

Can't always blame the roads

And it is very much avoidable and reducible. "Justin T" makes good points. I find it disturbing that there is now even an "expectation" for people to die on the roads, rather than from other statistical likelihoods. We need to be stricter when licensing new drivers, we need to have defensive driving courses affordable and available, and we need to observe some basic simplicities like: "Don't get behind a steering wheel if you are angry, emotional or have been drinking or taking other drugs that affect the nervous system." Failure to comply should result in disqualification for longer periods. Cars are lethal; in a dispute between you and a travelling vehicle, you are not going to come off well. It is POSSIBLE to raise the general standards of driving here, but it needs funding and the will to do it.
