City’s pools and Baypark to merge

Tauranga City Council will merge the management organisations of the city's pools and biggest venue Baypark next year.

The council announced the merger today brought about through the amalgamation of the council controlled organisations - Tauranga City Aquatics Ltd (TCAL) and Tauranga City Venues Lt (TCVL).

The two council controlled organisations controlling the city's pools and Baypark venue will merge next year.

Council says staff of TCAL and TCVL will not be directly affected by the merger as it is at a governance level, with no transfer of activities or positions.

Staff employed in positions within the venues and events activities to be transferred, will be offered employment in similar positions in TCVL ahead of the merge on July 1, 2013.

The decision to merge the two CCO's follows a review undertaken as part of interim council CEO Leigh Auton's restructure of the city council.

There are three CCOs under TCC: Tauranga City Aquatics Ltd, which manages the city's swimming pool network; Tauranga City Venues Limited (TCVL), which manages TECT Arena and Baypark; Tauranga City Investments Ltd (TCIL), the holding company for these two CCOs.

Together with the allied Council leisure and events activities of Venues and Events (V&E), including Baycourt, and Indoor Space and Active Living (IS&AL).

The Council has instructed the consolidated CCO to begin amalgamating TCAL and TCVL in accordance with the relevant provisions of the Companies Act 2002.

Non-Baycourt elements of council's V&E activity - the asset and operations functions - will also be transferred to the consolidated CCO, but Baycourt itself will remain as an in-house activity of Tauranga City Council.

Services currently contracted to Tauranga Leisure Ltd under Indoor Space will also be transferred to the new CCO.

Mayor Stuart Crosby says the streamlined model for CCOs is designed to create efficiencies and clarity of functions across Council's leisure and event-related activities.

The changes are intended to improve financial sustainability across the leisure and event activity and ultimately reduce the rates subsidy.

'A big driver for this is improving the value of community assets by maximising their use.

'We need to make sure our assets are configured and aligned to deliver the best services we can and create opportunities for new business activities,” says Stuart.

how long???, basic principles really, now for Priority One, Tourism B.O.P, Mainstreet, oops have I forgotten 1, to amalgamate also, after all they do the same thing, you have to wonder and shake you head at the vast waste of money that has gone on for to long, as I have said before, the Port crew know what they are doing, let them run the town, as it really is only their money and aptitude that keep this place alive.

That everyone gets to keep the job they have, so where exactly is it being "streamlined"? From a ratepayer view all this does is muddy the waters even more than now, end result the black hole will just grow larger perhaps even exponentially. This will for sure cover up the tracks and some.

About bloody time. A little bit of common sense at last. How about a lot more of the same as Sambo says. Have one management structure for the whole lot including the Art Gallery and get rid of all these highly paid non productive individual CEO positions. There is obviously an election coming up.

Now don't hesitate to correct me if I am wrong but TCAL & TCVL are 2 of TCC CCOs owned entirely by Council by shareholding through TCIL another Council misfit.Both lose squillions $ each and every year and will continue to do so on an ever increasing scale plus they are both substantially overstaffed.So combining them will do nothing but muddy the waters and Messrs Town and Crosby will be over the moon about that since these creatures started life under their watch.The KISS solution was to take these financial messy disasters back into the Council fold so why wasn't this form of amalgamation adopted because at least the public would have some transparency into what is going on with these no brainers.The CCOs have cost TCC ratepayers a fortune to set up now another fortune will be spent defusing them.The whole exercise has the look of covering up the doggie donit jobbie.

It's a joke really when you look at the detail. TCAL, TCVL and part of the Baycourt funcions(Lighting etc) will make up the new CCO but none of the staff will lose their jobs (according to reports). So where are the savings in this new "streamlined" structure. First jobs that should go are all the existing CEO positions with one CEO appointed over the new structure. Then all that are needed are Divisional Management positions to replace the existing CEOs. There must be a great deal of duplication of duties across the current separate CCOs so all the duplicated positions can be culled out which will then start to "streamline" the structure and in theory reduce expenses. Why not include the Art Gallery in this restructure also ? This new "streamlined" structure should be self supporting and not need subsidies from ratepayers in future if it operates efficiently and is as "streamlined" as we are supposed to believe.

All that is going to happen with this is that the bills and offical staff mountain will lurch into another huge beast of monalithic proportions, there is nothing good that can come out of this for TCC ratepayers.
