A petition signed by more than 3444 central city customers calling for free parking in the city will be ignored by Tauranga City Council because it is 'skewed” councillors were told.

The petitions sought signatures based on two questions relating to free parking in the city.
It asked building owners and managers whether they believe ‘free monitored parking with reasonable time limits would encourage more people into the CBD?' The petition received 312 replies – 292 agreed, while 20 disagreed.
A second question was put to the public calling at central city shops and businesses asking ‘would free monitored parking with time limits encourage you to visit the CBD more often?'
After three weeks 3444 people agreed and 35 disagreed, says Bill.
'There was no advertising, it sat on counters or tables of businesses and people saw it, read it, filled it out,” says Bill.
Bill submitted the petitions to council at this week's draft annual plan hearings. It was also discussed at Thursday's city council meeting where council voted 6-3 to pass the CBD's latest colour coded parking regime.
Parking time limits will be abolished allowing people to park anywhere in the city as long as they pay the going rate in the Green, Blue and Yellow zones - $3, $2 and $1 an hour.
Councillor Murray Guy questioned why Bill's petition is being disregarded as it showed a clear endorsement of free parking, when council's consultation with Mainstreet appeared to involve a 'breakfast with half a dozen people”.
City transportation manager Martin Parkes says the results of Bill's petition are skewed because it really depends on how you write your questions.
Councillor Larry Baldock also said if you ask people if they want to pay more rates to have a free park you might get a different answer.
Bill says today that is a pretty weak excuse.
'They had a chance to say yes or no, and a lot did say no. But never mind we will just have to continue.”
People will no longer have to seek out a parking space with a time limit that suits their need, instead they can decide where to park based on how much they are prepared to pay, says Martin.
The new parking regime will create more trouble than it's worth, says Bill.
'People are not going to put in more money than they have to, then they are going to think they have got a couple of hours. They are going to be issuing tickets left right and centre.
'Our survey proves the cost of parking is the issue, not the time limits. I don't know where they get that.”
The amendments to the 2012 Traffic and Parking Bylaw removes parking time restrictions in the three city zones, and altering pay and display zones.
The discussion moved on to comparing Tauranga with Rotorua where free parking is being subsidised by ratepayers at the cost of $2.4 million.
Tauranga's carparking income was $608,949 in 2010/11, and is expected to increase by $132,000 under the new regime. The income is being used to pay off the parking buildings, said to owe the city $4.9 million.

Of course the answer is yes, talk about ask a stupid question. Having had the ratepayer stump up for all the downtown improvements over the years, the waterfront and the Strand, just how much more do these retailers want? But I really want to hear from Cr Baldock and Cr Guy how much the Council restructure has really saved and how many of the those 6 figure salaries have been slashed? More important than parking moans.

Retailers did not want the Strand upgrade so Councillors did it anyway ... Retailers did not want the reduced parking on the Strand so Councillors did it anyway ... Retailers did not want the change in meters so Councillors did it anyway ... Retailers did not want the the bus stop in Willow Street so Councillors did it anyway ... Retailers did not want the evening parking building extended hours so Councillors did it anyway ... Retailers did not want the Containerised resturant on the Strand so Councillors are gunna do it anyway ... Retailers did not want the City Art so Councillors are gunna do it anyway ... NOW you turn around and complain about the rates as well, some jsut can not be happy!

never mind fair, reasonable, ripoff or whatever else the true label is for all of what they do. The only way here is to make it important enough that the votes in October become essential then they will change like the wind.

Just give up retailling downtown... it's almost dead anyway then there won't be a need to park downtown. The council have killed the CBD anyway. Glad I closed my store after 16 years on Devonport Road. Leases are just too high. As for Councillorwatch; Do you realise that the only effect the "improvements" to the CBD was to effectively make retail harder? Road closures & less parking all made Tauranga quieter. I was in retail for 22 years downtown & it's a ghost town compared to 10-15 years ago.

Perhaps Mr Parkes and Mr Baldock need to have a look at themselves I bet neither of them have ever run a business in the C.B.D. Just as well it is election year Baldock wont be getting our vote this time round.

That's right Councillors. Ignore the majority of unsolicited views because they don't fit in with your plans. To compare and ignore these stats with your obviously biased " breakfast with half a dozen people" is rather skewedin your favour with a whiff of skulduggery, is it not?

Parking in the CBD, just as at Greerton and Mount Maunganui, and city wide on street parking, has already been paid for. The curb side street charge for the CBD is double dipping as those who pay are paying twice! As for the restructure savings and efficiencies, culture change hoped for, anticipated with the restructure and CCO amalgamation - CCO director payments have trebled, staff redundancies have largely affected those valued most (and in many cases remunerated the least) with the result efficiencies will decline and costs increase. Any initial savings will be short term and not sustainable, previous and existing cultures will become further ingrained.

Bayfair, Fraser Cove, Gate Pa, Fashion Island Papamoa, I haven't been to the CBD in ages because of the price of parking & the places we visit are available else wear. What is in the CBD now, may as well make it full of Night Clubs and restaurants

We all know it is a RORT-fest of ratepayers and the current clicky mob in there refuse to see what it really is, part of being "warm and comfy" seat warmers insconced there. Needs a bit of a "rumble" through the place to remedy the ill's, that needs to start at the top and filter down with a clear attitude and purpose.
