The management of Tauranga's historic mountain reserve ‘Mauao' is to be shared following the official signing of a memorandum of understanding between Tauranga City Council and the Mauao Trust today.

Today's signing means Mauao will now be jointly-governed by Maori and the council through a Joint Administering Body, which will take control of running the cultural and iconic landscape from the Mauao Steering Committee.
The special signing – at Mauao Historic Reserve – was attended by around 30 people including the city mayor Stuart Crosby and Mauao Trust representative Awanui Black.
The mayor identified the signing as a 'special day” recognising the co-management status between Tauranga City council and Mauao Trust.
One of the critical elements of the new MOU, Stuart says, is the development of new management plan.

'That's absolutely critical. The current one has served us well but we are heading into a new environment and the precious mountain does require a new management plan.”
The key difference between the new memorandum of understanding and previous one is the number of principles that relate to Maori tikanga, says Stuart.
'I don't claim to understand them all but my limited knowledge is that it will certainly take into account some of those values that have not been included before.”
Mauao Trust member Awanui Black says a lot of time and work has been put into securing a joint management and today acknowledged council staff and trust representatives offering his sincere thanks to their role in moving the management role forward.
Awanui is looking forward to what the future holds and says the joint board has worked together to ensure 'to the best of their abilities” tangata whenua values and community values are taken into consideration in a very practical way in terms of how this mountain is managed.
The new agreement does not affect public access to Mauao, which is protected and will continue.
Four representatives from TCC and the Mauao Trust will form the joint board and will meet once legislation is put in place and representatives have been appointed, near November.
One of the new board's first tasks is to review the reserve management plan currently in place for Mauao.
The MOU has been more than a year in the making after council supported the establishment of a joint administering body in March 2012.
This followed a hui at Hairini Marae where the Mauao Trust, supported by the Tauranga Moana Iwi Collective, presented their aspirations for Mauao to elected members.
The primary objective was to initiate the proposal for entering into a joint administering body relationship between the Mauao Trust and Tauranga City Council.
Ownership of Mauao was returned from the Crown to local Iwi in 2007 – and ownership was vested with Tauranga Moana Iwi through the establishment of the Mauao Trust.
While the ownership of Mauao was transferred to Tangata Whenua, responsibility for decisions on the control and management of the mountain stayed with
the council through the administering body status in the Reserves Act 1977. Signing the MOU transfers that responsibility from the council to the joint board.
The MOU was approved by the Mauao Trust in May this year and received a similar endorsement by TCC at a Council meeting in June.

You admit you dont understand Maori tikanga but you still signed on our behalf. A good start for you would be to look up the definition on whikipedia. It would be easier to find out what it doesnt cover. Look out ratepayers, more costs.

And so we have the latest example of appalling racism and death throes of democracy within our once fair land. The day will come when these sins will need accounting for. Perhaps I am a pessimist but history clearly suggests there is seldom a peaceful road back from the perils of slavery and servitude we see instigated in our country. I don't know how the populace can ever reconcile with or forgive tribal Maori for the racist greed they have engineered over the last 40 years. And every day it gets harder.

It is obvious TCC have no idea what they are doing. They have crapped in their own nest again ! Once again no consultation with ratepayers. How much more of Tauranga land is going to be handed over to a minority with the bulk of the ratepayers coughing up the upkeep in perpetuity ?

So this is NZ democracy at work. Tauranga and Mount citizens who over the years have worked tirelessly to nurture preserve and protect The Mount have now effectively been sidelined while continuing to meet all the expenses associated with its up keep .The words rorting and scamming are not strong enough words to describe this farce.So be it we all know where we stand and who to trust and who not to trust.Mayor Crosby and those TCC Councillors involved should hang their heads.

I think the Crown owned the land pnot the Council. Council managed it on behalf of the Crown. The Crown worked to transfer the land not the Council by passing legislation. The community had the opportunity years ago to submit on the legislation, members of the community probably did, and Parliament would have taken that into account, thats probably why public access is guaranteed through legislation. In terms of costs, why should the Trust pay for everything if it doesn't have exclusive ownership? I think the Council and the Crown should be applauded for recognising the past and working "together" for a joint future.

Inch by inch, little by little, Maori will make more adjustments to the current arrangements as "the principles of out tikanga can be developed"..(AKA evolving new stories to suit the situation), in awhile , we ratepayers will find a box at the base of Mauao for voluntary "Koha"...soon after we will be forced to pay to enter, and, along with other restrictions forced upon us,lose our right as citizens to freely walk the tracks of Mauao. Our council believe this is their right to allow this to happen. Thanks a lot.........

How many of you were at the signing....I know I was..... I took time out of my Sunday morning and went along to see what the signing entailed. You talk about ratepayers? All those people featured in the photo's are rate payers, have probably been paying their rates longer than some of you moaners who have nothing better to do than sit around and criticise. Shameful remarks by judgemental people who have way to much time of their hands.

Thanks for your correction he probably has hasnt he, but lets be fair where fairness is due, if you are trying to make mud stick on him for this outcome you are transferring blame from central government to local government erroneously. This was the Crown's/ Government's/Parliament's initiative that locked the Council into this process. If you want to blame Stuart for this you are being unfair. He may have made dumb decisions (in your opinion) but it is hard to blame him for this. Correct me if I am wrong, I'm sure you will...

Could someone please tell us all through this space, just which councillors in Tauranga go along with the greedy manipulative iwi and who can we vote for who is against all this PC nonsense. Who will stand up for the rest of us against the ongoing demands by Tauranga Moana who must be laughing at the way the council is so easy to push around. Am sure that Crosby and Murray Guy must go. They seem to feature in photos while gleefully obliging the whanau with our latest gift care of the ratepayer.

Thanks Good Day, I just want to ensure that the obvious greed that we see nearly every day with a new demand on the table is thwarted a tad. Not sure if I am allowed to put names on here that are doing the push. I think Gail McIntosh is against the iwi push to own it all and I have an idea that Richard Moore would also speak out against it. If Awanui Black gets in, he would twist the arms of any ambilavent councillors. I will have a look at the council website as suggested by "Good day" but that will not help with any wannabe councillors. Perhaps a phone call to each, although they are aspiring politicians so could lie to gain a vote or three.
