Council waives $150K bond

Hairy Maclary and his bronze statue friends could soon be set in stone after Tauranga City Council decided to waive Creative Tauranga's $150,000 bond needed to fund maintenance costs.

In an extraordinary meeting today councillors heatedly debated whether or not to waive the bond set out in the ownership and maintenance contract previously endorsed by council.

Creative Tauranga's Tracey Rudduck-Gudsell with a smaller version of the bronzed Hairy Maclary statue to be installed on the waterfront.

The $150,000 bond was outlined as part of the contract in Creative Tauranga's project to install nine bronzed statues of Hairy Maclary and his friends on Tauranga's waterfront.

Councillors voted 6-5 in favour of waiving the bond, with Mayor Stuart Crosby, Bill Grainger, Larry Baldock, Wayne Moutlrie, Terry Molloy and Tony Christiansen voting for it. Murray Guy, Bill Faulkner, David Stewart, Rich Curach and Catherine Stewart were opposed.

Council will contribute $50,000 towards the sculptures' installation, along with funding the operational costs and $750 per annum insurance costs from existing operational budgets with the waterfront project.

Council chief executive Garry Poole told council there are a number of options including the $50,000 Pilot Bay boardwalk surplus, which can be allocated to the installation part of the project if needed.

The change means Creative Tauranga does not need to front up with $150,000 before the statues can be installed by the children's playground.

The decision also means council and Creative Tauranga can now approach city partners and discuss options for the $100,000 required to install the nine sculptures.

So far Creative Tauranga has raised $300,000 in cash along with donations in kind towards the $552,000 project. It still has $250,000 to raise to fund the sculptural component of the project, although $200,000 of that amount has been underwritten by a benefactor in order that the statues be designed and cast.

Terry Molloy says the sculptures will be a welcome addition alongside the waterfront redevelopment in what he sees as an asset and an investment for the city.

'Hairy Maclary is an internationally renowned addition to the waterfront. This is not necessarily about Creative Tauranga or Hairy Maclary, it's actually about our city and the message that we send to the wider community; it is about our reputation and us growing up,” says Terry.

Wayne Moultrie agreed and pleaded with council to look forward, not back, when making a decision.

'It's time as a city we put the past behind us and moved on to the 21st Century. We need to come to grips at last with all the arts and all the shapes and forms and not been seen as medieval,” says Wayne.

can someone please explain to me why anything to do with money,Creative Tauranga and the arts community, do the goal post constantly shift?, a bond is a bond, I will be voting for the pragmatic members who opposed this, get Creative Tauranga, and Tracey to make some savings and fund it out of those, staff reductions will help.

Don't people stick to a deal anymore? Does honour matter, or does the end justify the means? I'm shocked to read that only "$300,000 in cash" has been raised. I thought the project was an $800,000 project, though I certainly can't see that value. A previous Sunlive story said the sculptures were being paid for without ratepayer input???Maybe a Tui's advert there? Time to remove all ratepayer funding from Creative Tauranga I think.

Not only are council waiving the maintenance costs, they seem to be chucking in another $50,000 as well. And it seems that the $800,000 cost for the project isn't money in the bank either. These extra costs are an insult to the many low income families who struggle to pay their rates.

And this is where ratepayers start paying up for a project they were not going to finance. Bloody disgusting that TCC again go back on their word so Creative Tauranga do not have to pay the $150,000 bond. Another favour by TCC for a quasi TCC organisation. The lies just go on and on. Malloy and Moutrie are both talking utter rubbish (as usual).Two more who should get the push.

Does this Council ever stick with their earlier decisions. Can Sunlive update us on all the projects we have been told are about to happen please ? Like the old Placemakers site - last we heard that was sold or just about to be but no ... More stretching of the truth from Managers who never do anything. What about the old Cosmopolitan Club too ?... How long do we need to wait for action from the Property Group ? ... Contract the work out and it will get done !

...the council modelled its decision on the government's 'gift' to Tiwai Point smelter. Personally, I don't have any problem with the sculptures. Hairy and his mates were conceived locally and may end up being as photographed as much (with attendant publicity) as the Paeroa L&P bottle. Sometimes it's hard to put a specific value on things. Perhaps the moaners could volunteer to do the maintenance...

This really does tell us who to vote for.Loose Larry Baldock is the driver of all this waste of money through his involvement with the city centre action group.He is on an ego trip and has sucked in the other weak Councillors to agree on wasting money on an area designed as a car park ie the Waterfront.Those that waste money on stupid projects like this need to be relieved of their responsibility to us and be made to go out and earn their money in the real world like the rest of us.

Agree mate, Creative Tga has wasted so much time, money and "Created" so much debt for TCC ratepayers that the track record from that quarter is clear as, get rid of at least the 6 and Creative TGA, PriortyOne (Just as creative), Smart (not) Growth and ratepayers would save $15-20m a year on wasted money and avoid a lot of unnecessary capital costs to come.

Tauranga needs to vote in new blood that listens to the rate payers. What about the gallery and creative tauranga being amalgamated. Also what sort of salaries are these people being paid, and is it coming out of rates?

Looks like the rules just get changed to suit the occasion, looks like the plans just get changed to suit what has been achieved. Here that is well short of the mark again. But no worries the requirements just get changed to suit. In the end ratepayers get lumbered with what is not there.

Anyone with two brains to rub together know that its not how much you have coming in but how much you SPEND that balances budgets!!! I sincerely hope that TCC has an Arts and Culture Budget allocation from rates- ALL CITIES need more than water,sewerage,roads and parks( and debt interest payments)and some portion MUST be used for this area HOWEVER- when its spent -its spent!
