Elms protection purchase

The campaign to protect The Elms historic site from encroaching development has taken a decisive step with the purchase of a property on its eastern boundary.
The property bought is formerly owned by the Capamagian family.

The 163 year old Elms Mission House is considered a premier New Zealand historic site, on a par with the Waitangi treaty house in Russell.
Buying the adjacent properties has been an ongoing campaign since Tauranga City Council chief executive Stephen Town has been in the job, he told the council this week.
He was replying to questions from Councillor Bill Grainger, who wanted to know why the councillors were not informed of the council's $400,000 contribution towards the recent purchase.
"We are talking about a site 100 metres away on Cliff Road, I think that purchase is quite significant and we should have been told," says Bill.
The council has been working with The Elms Trust to obtain seven and 11 Mission Street, since he joined the city, says Stephen.
The part contribution to the purchase was made through an account set aside for that purpose and three councillors were contacted to obtain approval.
"There was nothing untoward about this purchase at all," says Stephen.
"It was purchased as part of the policy of trying to protect The Elms from encroaching residential development."
Three years ago, Tauranga Energy Consumers Trust and the council paid $1.6 million to secure the site on The Elms' Marsh Street frontage.
Bill's questions were raised during discussion about the future regional museum.

I have no problem with the Elms property being purchased as it is common sense to protect the Elms from encroachment. Where the problem is from a couple of angles: Only a small number of councillors knew about it (Crosby, David Stewart, Faulkner and Moultre), Stephen TOWN has spent TOWN Hall money without the elected members being approved in a proper and democratic way. Just another clear statement about who is running TOWN Hall certainly not the people we all elected, this is really makes a mockery of democracy ! Why would anyone agree to pay $1.2 million to buy a property with a fair value of about $750,000. Either Council or TECT have wasted about $450,000, they are both wrong to have participated in this shabby deal. Bill Grainger and Murray Guy have every right to be disappointed in there so called colleagues, true colours are shown again, what else don t they and we know about ?

Elms is a wonderful asset but throwing vast sums of money at overpriced adjoining properties is nauseating and heads should roll at TCC the quicker the better We dont want non elected turkeys making stupid financial decisions like this in secret SERIFROFF

Perhaps "TOWN" Hall should sort out the $300m leaky home bill and get people back inot their own homes. Just thought that maybe a priorty, but of course only for some, like those affected. Cant see the "community fronting for say $12-15m setup cost then say a $1-1.5m loss every year, like that is just cunna appear from no where ?

What a shambles ... fancy letting some bureaucrats loose and fancy free in the world with that much money. Hell even the petty cash of $50 needs justification and a receipt. The BOSS MAN at "TOWN" Hall is setting a horrible example as to how it is all done ... no wonder our rates are rising 40% in 2-3 years. Question ... "how do you keep an idiot in suspense?" Answer ... "I will tell them later!"

Shame honestline, Disneyland makes money and so would not be yet another burden to the POOR OLD ratepayer. But of course doing something that makes money is a completely foreign concept to a RAT PACK member

The news release last week from Elms chairman John Gooch, trying to defend the ridiculous $1.29 million purchase of 7 Mission Street from Ms. Capamagian is arrant nonsense. He infers the position was:- 1. The Elms was not pressured or forced to buy it. 2. No competition from developers. 3. No urgency involved. 4. No other prospective purchaser. 5. The property is worth considerably more than 2009 R/V. The position seems to be the Elms just paid $600,000 over R/V when the majority of sales in Tauranga are less than R/V and Mr. Gooch should know this as a property lawyer. There is no independent registered valuation supporting his contention as to value. It looks like indecent haste to spend (waste) other people s money because it has cost the Elms only $100,000 (probably a donation), TECT $790,000 (Trustpower Consumers) and TCC $400,000 (ratepayers). No damn wonder Mr. Gooch thinks $100,000 from the Elms is okay as the rest of the overspend is being paid by someone else whether or not they like it and it wouldn t matter a toss if the purchase price had been $2 million. The mindset was they had to have it at all costs. The deal is completely lacking the usual elements of transparency, accountability or a prudent purchaser. All those involved in this little escapade should be very contrite it s an absolute travesty. The Elms is a unique facility and this type of horse-trading only tarnishes its image in the public eye.
