Plaster dumping in Matua

Tauranga City Council is reporting two pollution incidents from last week.
The first involved the dumping of what appears to be exterior cladding plaster mix into roadside sumps on Waratah Street, Matua.

This required water blasting to remove the product from the sumps and kerb and channel and vacuum truck removal of the wastewater. Contractors caught dumping materials into stormwater grates can be fined significant amounts. The pollution prevention team are following up the issue but it is unlikely the responsible party will be found.
The second incident involved contractors cutting asphalt on Cameron Road without controls for wastewater. The incident was fairly minor and the staff involved have been educated as to the correct practices to follow.

City Waters
Water Supply:
• There are planned shutdowns scheduled for Waimapu Street and 20th Avenue.
• The replacement of a pressure reducing valve and installation of a bulk water meter is currently underway on Poike Road. An assessment is being carried out to determine whether this is needed in its current configuration. It has been decided the area will be reinstated for the immediate future.
• An assessment for the Chadwick Road bulk main renewal as a result of the February 2010 failure is complete. A report detailing proposed options has been submitted to TCC. The options are still being assessed.
• Fittings for emergency fire fighting supply are being installed by fuel tanks on Hewletts Road.
• The Parton Road watermain upgrade between Tara Road and Bell Road has started and is due for completion by the end of July.
• The Parton Road Roundabout watermains upgrade at the intersections Parton Road – Tara Road and Parton Road – Te Okuroa Drive has started and is due for completion by mid June.

Drainage
• The rain event on Saturday caused flooding at various locations. City Care contractor attended 12 reported sites. Revel Drive stormwater pond has some bank erosion repairs being completed following the rain event.
• Maranui storm water swale and Mangatawa /SH2 drain was also cleaned of aquatic weed last week.
• Four sewer blockages were attended to this week. Three were relatively minor blockage incidents affecting local properties. One blockage in the pipeline leading to the pump station in Golden Courie Close did cause a spills to the Wairakie waterway. It was a relatively minor event and water tests are now reported clear.
• 17th Avenue west stormwater improvement earth works is complete. Phase 2 is due to commence which will be the piping of the open drain. This is being done as a joint venture with Classic Builders, TCC and the Historic Village.
• Work has started in Fifth Avenue and Sheath Street to replace a short length of defective sewer pipe and to remedy two manhole structures that have corroded from hydrogen sulphide.
• Improvement to the open stormwater drain in Vale Street near Andrew Place (approximately 80m in length) is scheduled to start next week. The work is to protect the banks from ongoing erosion and enhance the appearance of the drain.
• Gabion rock basket work to the open stormwater drain has started on the Matua Life Care site off Levers Road. The works will stabilize the drain banks on both sides of the drain and protect the adjoining properties.
• Sovereign drain is now completed.

Waiari Water Supply Project:
• Two appeals and two interested parties to appeals remain against the resource consents for the construction and operation of a new water intake and treatment plant to serve the Papamoa urban growth area. Tauranga City Council has signed an agreement in principle with the appellants and a consent order is due to be lodged with the Environment Court in the next few weeks.

Bulk Water Meter Installation Project:
• The bulk meter renewal project scope has been extended and completion is expected in June 2010.

Inflow Reduction Programme:
• Gully trap inspections and smoke testing of properties in the Pillans area began this week. Affected property owners will be advised by letter before inspections begin. Streets to be inspected are Goods Road, Mana Street, Maxwells Road, Milton Road, Myres Street, Pillans Road, Rutherford Street and Roderick Street. Council contractors City Care are carrying out the initial inspections.
• Inspections are continuing at homes located in the Orange Lane area of Bethlehem. Affected property owners will continue to be advised by letter before inspections begin.

Parks and Leisure
• Mauao Care Group will be meeting this weekend, planting native plants on the slopes of Mauao.
• Top track in McCardles Bush is being resurfaced.
• Kingswood Walkway drainage issues being addressed this week.
• Revegetation establishment plantings continue at various sites around the city.

City Projects
• The new sports field lighting at Grenada Park is now operational.
• The new reserve fencing at Kaka Street Reserve is now complete. The Kaka Street School, who have been closely involved with the project, are very happy with the result.
• Construction of the new public toilet block at Cambridge Park is progressing well. On track for completion date of 4 June.
• Construction of Gordon Spratt Storage facility was completed on 17 May.
• Footpath has been installed along the Tawa Street side of the Mount Greens complex.
• New Walkway links at Gordon Carmichael Reserve will be completed this week.

Libraries
• Libraries have been celebrating the New Zealand Post Children's Book Awards over the last week, a series of activities were running throughout all branches. Attendance at events was high, many activities also had waiting lists.

Transportation
• Bridge Maintenance: Routine maintenance work will be carried out on several bridges around the city over the next few weeks. Work includes repainting the handrails on the Waihi Road and Chapel Street Bridges and installing rock protection on the Oropi Bridge abutments.
• Hamilton Street: Work to upgrade a sewer main in Hamilton Street between The Strand and Willow Street is expected to start this week. The work is expected to take about a week to complete depending on weather. While this work is underway traffic is reduced to one lane from Willow Street towards The Strand.
• Welcome Bay Road / Kaitemako Road Intersection: Work is underway to modify the intersection to improve safety. Please pay attention to the temporary signs and take care when driving through the intersection.
• Te Hono Street: Work has started on installing speed cushions and pedestrian refuge islands along with some minor footpath alterations. The changes will improve pedestrian safety. Please take care when driving in the area.
• Taipari Street: Work has started on installing speed cushions and pedestrian refuge islands along with some minor footpath alterations. The changes will improve pedestrian safety. Please take care when driving in the area.
• Bethlehem Township Improvements: Construction of the new roundabout on SH2 at west Bethlehem is continuing. Work on the roundabout is expected to be completed by mid July. Traffic management and site screens are in place at the new roundabout site but only minimal delays are expected. There will be some minor pedestrian detours in place while service relocation work is done beside the footpath along the state highway. Preparation work will also take place for connection of relocated power supplies to businesses on the southern side of the road. The power supply will not be affected. The work will be contained to minimise disruption to parking and pedestrians as much as possible.
• Wharf /Willow Streets: Work continues in Wharf Street this week. Traffic is reduced to one lane from Cameron Road towards the Strand.
• Maunganui Road: Work on Maunganui Road should be completed this week.
• Kairua Road Reconstruction: Major road works are continuing on Kairua Road. Some disruption to traffic can be expected at times and there will be speed restrictions in place. The work is expected to take about another three weeks to complete.
• Beaumaris Boulevard/Sterling Gate Drive/Waihi Road Link: Construction continues off existing roads. Until the work is completed, pedestrian access to the storm water reserve at Beaumaris Boulevard is closed. The pedestrian access between Sterling Gate Drive and Waihi Road is closed during working hours. The new road is expected to be opened in July 2010.
• Pyes Pa Bypass: Construction of the Pyes Pa Bypass to link SH29 through to SH36 continues. The new bypass is expected to be open to traffic in 2011.
• Parton Road Reconstruction: Top soil and grass seed is being laid beside the completed sections of footpaths. Kerbing work will continue beside the recently installed culvert. Final asphalt sealing will be completed late May. Landscaping will be done in June.
• Vale Street Stormwater Project: Reconstruction of the Vale Street and Hinewa Road intersection starts this week. Hinewa Road will be closed to through traffic between Grange Road and Vale Street during the work day. Residents will have access. Detours are in place. Please pay attention to signs and take care when driving in the area.
• Parton Road Watermain: Work to relocate the bulk watermain between Tara Road and Bell Road is well underway. There are temporary traffic lights and a one way traffic management system in place. Motorists are advised to watch for the temporary signals and take care when driving through the area.

Plaster dumping in Matua

You would just have to drive along Waratah Street to see where this occurred, it is pretty obvious. The contractors who did this should be readily located and fined and council also reimbursed for their costs. Other people on the site know who has been working there as do the site owners.
