Book charges look unlikely

The Tauranga City Councillor who first touted the suggestion to introduce charges on some library books now says "it sounds like it's not going to run".
Councillor Rich Curach raised the proposal to introduce a $1 charge on adult, non-fiction books before it was modified to Councillor Mike Baker's 50 cent proposal.

It was during Radio New Zealand National's Nine To Noon programme that Rick conceded the proposal will probably fail.
"There is such a strong community feeling against it. From the submissions we've got, it sounds like it's not going to run.
"It's not good to create so much angst in the community over something that will only deliver $350,000, so obviously we'll have to look at other means to reduce the rate requirement."
Tauranga City Councillors will start deliberating proposed library charges from next Monday.
Rick was joined on Nine To Noon by the UK's Chartered Institute of Library and Information Professionals CEO, Bob McKee.
Bob questioned Rick if the projected savings from introducing library charges "added up".
Rick told Radio New Zealand National TCC anticipated a 25 cent drop in book borrowing if charges were introduced, but the drop was factored into the council's budget.
He estimated an increase in library charges from 50 cents to 80 cents over the next three years would increase council revenue by $350,000 initially, to about $900,000 by 2015.
Bob challenged the projected savings, saying there was a 40 per cent drop in book borrowing the last time a New Zealand library introduced charges, but TCC was only factoring a 25 per cent drop into its budget.
"You're going to have to increase it (library charges) by more than 30 cents," says Bob.
But Rick suggested the reduction in book borrowing would recover "once people accept the charges".

A councillor with revenue ideas such as Curach, is cocooned from their constituents. People will be able to show him their support of his ideas by not voting for him next time.
