Main report completed

A report for the Chadwick Road bulk water main renewal, as a result of the February 2010 failure, is complete. A draft report detailing proposed options has been submitted to Tauranga City Council. The options are still being assessed. A preliminary meeting has been held with the consultant to discuss the options – the two recommended options will be investigated further and consultation will be carried out with affected property owners.


Bruno Weidmann discovered the broken main in February and was quick to report it – allowing it to be fixed before Tauranga's western suburbs ran out of water.

City Waters
The rain over the long weekend did not cause much in the way of reported problems with storm water flooding or wastewater matters. It did cause a short interruption for the treatment of water at both Oropi and Joyce plants. No supply was affected as a result of this.

Water Supply:
• The Parton Road Roundabout watermain upgrades at the intersections of Parton Road – Tara Road and Parton Road – Te Okuroa Drive have started and are due for completion by late June.
• The installation of fittings for emergency fire fighting supply adjacent fuel tanks on Hewletts Rd is now completed and operational protocols are currently being compiled by TCC in association with the fire service.

Drainage:
• The next phase of stormwater improvement work at 17th Avenue west is due to start on 21 June. This involves piping of the open drain being done as a joint venture with Classic Builders, TCC and Historic Village. Pipe material supply has caused a short delay to this project.
• Work continues in 5th Avenue and Sheath Street to replace a short length of defective sewer pipe and to remedy two manhole structures that have corroded from hydrogen sulphide.
• Improvements to the open storm water drain in Vale Street near Andrew Place (approximately 80m in length) are scheduled to start. The work is to protect the banks from on going erosion and enhance the appearance of the drain.
• Four sewer blockages were attended to this week. All were minor events.

Stormwater:
• One pollution incident this week involving the discharge of oil or fuel into the Courtney Road Drain. The discharge was fairly minor and could not be traced. Clean up was not practical given the low volume and dispersed nature of the discharge.
• A draft stormwater pollution prevention bylaw is to be presented to council's strategy and policy committee on 29 June. If adopted the draft bylaw will undergo full consultation with a view to being finalised later this year. The bylaw will enable council to more effectively manage the discharge of contaminants into the stormwater network.
• A stormfilter 360 treatment device has recently been installed on the corner of Wharf and Willow Street (just outside the entrance to the Visitor Centre). This device will treat stormwater generated from the bus stops on Wharf and Willow Street prior to it discharging into the harbour along The Strand.

Waiari Water Supply Project:
• Two appeals and two interested parties to appeals remain against the resource consents for the construction and operation of a new water intake and treatment plant to serve the Papamoa urban growth area. Tauranga City Council has signed an agreement in principle with the appellants and a consent order is due to be lodged with the Environment Court in the next few weeks.
• A separate project has recently started to determine the optimal alignment of the water trunk mains that will link the Waiari Water Treatment Plant to the Papamoa water reticulation.

Leakage detection
• A leakage detection program is underway and covers areas Matapihi, Maungatapu, Poike, Bell Road and is likely to finish mid to end June. This will likely result in a project to repair leaks which have been located.

Inflow Reduction Programme:
• Gully trap inspections and smoke testing of properties in the Pillans area began this week. Affected property owners will be advised by letter before inspections begin. Streets to be inspected are Goods Road, Mana Street, Maxwells Road, Milton Road, Myres Street, Pillans Road, Rutherford Street and Roderick Street. Council contractors City Care are carrying out the initial inspections.
• Inspections are continuing at homes located in the Orange Lane area of Bethlehem. Affected property owners will continue to be advised by letter before inspections begin.

Parks and Projects
• The Papamoa Domain will be closed to vehicles at nights from 9pm until 6am. This takes effect from this Friday 11 June.
• Footpaths are now being constructed on Matai Street alongside the Mount Greens project area.
• Work to upgrade the car park at Harrisons Cut (Papamoa Coastal Reserve) started this week and is scheduled to take two weeks. The car park will be closed to vehicles during the work. Pedestrian access will be provided.
• A developed design for the May Street Reserve has been completed. The reserve will be developed as a passive reserve once the Mount Croquet Club relocates to the Mount Greens site in Totara Street. The design includes removing the croquet club building and importing fill material to re-shape the existing steep banks to a gentler grade.
• Improvements to the Taipari Street walkway linking to Hammond Street are underway.
• Regular rock stability checks will be carried out on Mauao next week.
• Turf renovations are to be carried out around the Strand public toilets this week. The toilets will remain open during this work.
• Irrigation pipe work has been installed within the Cricket Oval at Gordon Spratt Reserve.
• New walkway links and minor reinstatement works being done at Gordon Carmichael Reserve to complete the reserve development project.
• Mt Drury Reserve – Seating to be installed in the peace garden at the northern end of the reserve.

City Development
• TCC have a process in place for ensuring the reported Clandestine Methamphetamine Laboratories (P Labs) are cleaned up. We now also undertake this work for WBOPDC under contract. To date this financial year, July 09 to June 10, we have only had eight reported in total all of which have been tested and cleaned as necessary. TCC have been recognised as one of the proactive territorial authorities when dealing with this issue. As a result we have been asked to present a paper to the local authorities in New South Wales, Australia at a conference in Melbourne in early July.

Transportation
• Dive Crescent Road Closure: One lane of Dive Crescent will be closed on Monday 14 June between 2pm to 8pm for Matariki celebrations. A "stop/go" operation will be in place but please expect delays and use an alternative route if possible.
• Changes to City Bus Stops: From Thursday 17 June, the regional bus services to Katikati, Rotorua, Te Puke, Omokoroa, Whakatane as well as Intercity, Newmans, Naked Bus and all charter, tour and cruise ship buses will stop at and depart from Wharf Street instead of Willow Street. Signage directing people to the new bus stops will be in place and information is available on affected buses, the I-Site and the Council Customer Service Centre on Willow Street. Tauranga Bay Hopper bus stops will remain at Durham Street until the road works on Willow Street have been completed.
• SH2 Wairoa Bridge to Carmichael Road: Resealing work continues on SH2 between Wairoa Bridge and Carmichael Road. The work is being done at night to reduce disruption to traffic. Please expect delays as temporary speed limits and traffic management will be in place. As with any work of this type it is dependant on weather.
• Bridge Maintenance: Routine maintenance work is continuing on several bridges around the city. Work includes repainting the handrails on the Waihi Road and Chapel Street Bridges and installing rock protection on the Oropi Bridge abutments.
• Wharf Street: Work continues in Wharf Street this week with remaining footpath works due to be completed early in the week.
• Willow Street: Road works are expected to start on Willow Street later this week. Work includes upgrading the sewer, stormwater and water mains as well as reconstructing the road and footpaths. While the work is underway Willow Street will be closed to traffic between Hamilton and Wharf Streets. Masonic Park car park will also be closed. Pedestrian access will be maintained at all times. Businesses on this section of Willow Street will be open as usual.
• Castlewold Drive: Work to remove existing speed humps and replace them with speed cushions is continuing. There is traffic management in place so please take care when driving through the area.
• Carmichael Road/Westmoreland Rise Intersection: Work to build a new roundabout at this intersection is due to start this week. Please take care when using this intersection.
• Bethlehem Township Improvements: Construction of the new roundabout on SH2 at west Bethlehem is continuing. Work on the roundabout is expected to be completed by mid July. Traffic management and site screens are in place but only minimal delays are expected. There will be some minor pedestrian detours in place while service relocation work is done beside the footpath along the state highway. Disruption to parking and pedestrians should be minimal.
• Kairua Road Reconstruction: Work is continuing on Kairua Road. Some disruption to traffic can be expected at times and there are speed restrictions in place. Work will start soon on a retaining wall.
• Beaumaris Boulevard/Sterling Gate Drive/Waihi Road Link: Associated work at the Bethlehem Heights roundabout is underway. The new road is expected to be opened in July 2010.
• Vale Street Stormwater Project: Reconstruction of the Vale Street and Hinewa Road intersection continues. Hinewa Road is closed to through traffic between Grange Road and Vale Street during the work day. Residents will have access. Detours are in place. Please pay attention to signs and take care when driving in the area.
• Parton Road Watermain: Work to relocate the bulk watermain between Tara Road and Bell Road is continuing. There are temporary traffic lights and a one way traffic management system in place. Motorists are advised to watch for the temporary signals and take care when driving through the area.

Resource Consent for a Non-Complying Land Use Activity under the Resource Management Act 1991 at 26 and 30 Fourth Avenue - To hear and determine a publically notified land use application pursuant to Section 88 of the Resource Management Act 1991 (RMA) made by BDS Properties Ltd to extend an existing office activity in the Residential Zone. The proposal includes an increase from 11 to 25 FTE staff, a reduction of on-site parking spaces from 13 to 11 and extension of hours of operation and alterations and additions to the existing building.
