Tauranga aims for café culture

The footpath past the bars on The Strand is permanently moved across to its new alignment – 4.7 metres away from the buildings.


The Tauranga City Council rules for outdoor seating see pedestrians now walking in the open on the footpath as opposed to under the shelter offered by the café and bar buildings.

Moving the pedestrians out into the weather and allowing the bars to permanently occupy the public land outside their doors is the latest in a series of schemes attempting to modify the behaviour of drinkers.

The walkway along The Strand was moved from directly outside the bars as a trial in May, but only on Thursday, Friday and Saturday nights. It required bars to move outdoor furniture back and forth.

Last month's Tauranga City Council decision to allow bars to permanently occupy the late night Licence to Occupy areas is expected to bring closure to a lengthy period of wrangling between Strand business owners, the public and authorities over the future style of the bar and restaurant strip.

The council followed the advice of the Strand Precinct Focus Group, as presented by City Centre project manager Duarne Lankshear.

It will mean an improvement in the general look of The Strand because businesses will be better able to present their businesses, says Duarne.

It is also hoped to increase businesses with more breakfast brunch offers for morning trade.

An unresolved issue is the 50 per cent rent discount The Strand businesses are presently paying for their piece of pavement. A discount not shared by businesses occupying footpaths at The Mount, Greerton and other areas of the city. The rental issue is to be revisited after an unspecified settling in period.

Only the Strand pays! No rent elsewhere!

Reality is, ONLY the Strand businesses occupying public space on the footpath incur a charge (albeit alegedly discounted). I voted against this as it commercially disadvantages the Strand precinct, unfairly penalised them in TWO very significant areas. One being the cost and TWO being the 'parking charges' levied on their customers. Anywhere else, but the Strand, in Tauranga I can enjoy free parking and a 'coffee and cake' in the open. TCC actions do not match their words when they say they want to better ensure the economic and community vitality of our central business district. Whatever rules apply must be applies city wide!

Murry TCC have no idea how to deal with this ,Isaw the results of this brain child yesterday driving along the strand, What sort of city puts its people in cages to drink and tells its rate payers walk in the gutter.

You want cafe culture? Get rid of most of those bars first of all - coffee drinkers would feel much safer.

Murray I wish everyone was on your wave length! I cant believe Duarne can say it will increase trade!!!! There is little thought that there will be no dining in the sun on a beautiful afternoon or to the fact that now people will be walking in the rain instead of the uncover pavement! How will these two things aid businesses on the strand? In regards to Socantor their are plenty of decent (the major majority) that enjoy to come out in the afternoon and socialise over a alcoholic drink and dont cause any problems! The problems only occur between 1am and 3am with the majority being around the harrington street area that dont have an outdoor area! The SO CALLED reason of trial period that has resulted in this outcome was to ensure a secure drinking environment easier to manage by the businesses as there was increasing concern about behaviour! THE POLICE stats prove that this is an issue late night!!!!!! So why are the well behaved, majority of the cliental and bars affected? The cafe culture was not the aim initially until Duarne obviuosly had a mission to accomplish! So sorry strand coffee/wine/food consumers! Sit in the shade and walk in the rain!
