Tauranga City Council's decision to extend the loading zone outside its new digs is ruffling some feathers amongst their neighbours.
The city council converted three car parks on The Strand extension to a loading zone outside the Westpac Building, which is now home to about 200 displaced city council staff.

But city transportation manager Martin Parkes insists the measure was absolutely necessary.
'We've done an assessment of available parking, and just looking out the window now, it's at best 50 per cent occupied,” says Martin about the extension parking.
'The issue is we are running a big business here and we need to make sure we are running it as efficiently as possible.
'So in order for council staff to pop into the building, pick up files and go out on site and do the business they need to do, we need the additional loading area to conduct that business.”
Martin adds that it is not an exclusive loading zone council vehicles only - it's there for anyone who wants to load and unload.
The new zone has a P15 time limit, and there are plenty of other car parks along the extension for the public to use, he says.
'We will monitor the situation,” explains Martin, 'and if the loading zone doesn't get used we will assess the situation. They are both being used at the moment.”
Council staff are being temporarily housed in the Westpac Building while the leaking, mouldy civic administration block is cleaned up.
Council staff are enjoying their temporary office, says Martin, who now has a temporary office with a harbour view.
'It's quite inspiring when you come in in the morning,” he says.
'It puts you in a good mood for the day. When you have a nice working environment, morale is improved.
'There's no doubt about it - it is noticeable. For anyone, a nice working environment does help. We will make the most of it while we have got it.”

Mr Parkes, but there is an anomaly in your statement, "running a big business as efficiently as possible"????, now I know you have a warped sense of self importance, what an arrogant statement, when your cohorts cannot even paint a yellow line in the correct place!!, the humour keeps rolling out of Council Chambers,is it the mould? or just a mindset of, we do not give a "hoot" about anyone or anything except our over inflated wage packets.

So did the "new" loading zone go through the full legal requirements of advertising the change of use etc, etc. OR was it just quick paint job and hope no one notices ?

No one else would be able to shunt that though without massive process and obstacle course. Looks to be all a bit self centered to me. Like do other real businesses have the same issues, yes they do.

Very little giving with this lot!!! Still no reply on why the whole staff were supplied with new desks when they moved from the 'mouldy building'. Would any council member be brave enough to give us an answer via this medium? Perhaps the desks were deemed to be contaminated - or just an excuse to dip into the trough?

Martin Parkes has realised that the CBD is in a bad way because of his insistence on the continuation of parking charges. As he was quoted saying in the above article the parking spaces are at best only 50% occupied and as a retailer we surely know that for once he is telling the truth. It's a pity his office window wasn't overlooking Devonport Road then he would be able to see the real damage he is inflicting on the businesses in the CBD. We hope the Councils sleepy Transport department heads will wake up before the CBD dies in its sleep.

Hopefully the meter readers will be monitoring the parks to make sure they are being used properly. Or are all loading zones able to be used by anyone if they are just "popping in" to a shop or building to pick up files, or lunch, or see what's on special?

Previously all changes of this type went before elected members and affected parties consulted. Is this another area the elected members have chosen to delegate authority to staff? At the least a lead in period of 3 months was required.
