Tauranga City Councillor Rick Curach says ‘information that Tauranga City Aquatics Ltd let the hot pools development contract to Mainzeal' was discussed at a public meeting on March 14.
The meeting was recorded, but the first 20 minutes of it, during which the TCAL contract was discussed, is lost.
Rick Curach says some bad practices were undertaken in the future planning for the Mount Hot Pools.
'I asked why TCAL had expended significant amounts on detailed design, undertaken a tender process and awarded the tender when the project did not yet have resource consent,” says Rick.
'TCAL CEO Tania Delahunty explained that it had to complete the full detailed design in order to establish the water volumes etc for the consent application and that TCAL awarded the tender for expediency ie secure a competitive price and no delay in commencing construction.
'Normally only a concept design would be all that's needed for consent purposes to establish the scope of the project and include just enough detail for consent purposes.
'I then asked if there would be any penalty payment to the successful tenderer if the resource consent was not granted.
'Tania said that there would not be. There was a penalty clause in the agreement if council decided not to construct the project. I have not been told the amount, but understand it was significant.
He was shocked when he heard that TCAL completed a detailed design and awarded a tender last year, says Rick.
'I have never heard of such a process being undertaken when delivering a significant project.
'It seems so illogical and a gross waste of public funds given the risk of not securing a resource consent.”

What does it take to demand accountability for intentional squandering of rate monies? This public officialdom and cronyism stinks to the heavens! This is blatant neglectful misappropriation of public funds. Anybody in a market-orientated business would be sacked instantly! Heads need to roll!

For many years there has been a group of people talking and speaking out about the faults of council. This is an example of what good people have been talking about. There is a section of our local society that have benefited greatly through unnecessary jobs and contracts bestowed by the council directly or indirectly through a CCO. It is time the minister for Local Government stepped in as it is very difficult to have any confidence in the Tauranga Council to do anything except to cover their own butts. TCAL is a Council Controlled Organisation and if the Council is found responsible for this calamity, then nothing short of their immediate resignations should be sought. The man in control of the council should be first to go.

But unfortunate I don't recall reading about it. Good on Cr Curach for giving details. I would have thought it was stupid to do detailed design and let a contract before the consent was given. Hopefully it was all subject to the consent being granted. Maybe I'm being optimistic in thinking that. I used to think the basic concept was good but these revelations are making me reconsider.

How to solve the problem! Sell the pools (and all the other entertainment facilities) and let people who have a financial interest in them provide them at NO COST and NO RESPONSIBILITY to the ratepayers. Due to Council/Ratepayers owning this facility, we are now FORCED to endure and continue funding a BELOW STANDARD facility, instead of a privately owned business that would spend lots of money developing the facility to the top class attraction that it should be to attract VOLUNTARY, Paying customers

Since council owns TCAL and ratepayers own council, please let us know how much we pay the people that run TCAL? Do they get performance bonuses or the reverse? Would be good to read about this in Sunlive or Faulkners column which are great sources of information for the thinking person.

Seems many things of an embarrassing nature get lost, most likely that is because they are edited out "accidently", the disclosure made here is a clear reflection of the arrogance of TCC to blindly charge along down their own track regardless of proper process and consultation. There had to be something like this happening becasue the Camp office moved ages ago, bet TCAL have fallen off their seat as there is not a clue that they would loose the consent application.

I read the report on HOT POOLS building contract revelations with sheer disbelief.TAURANGA CITY AQUATICS LIMITED a TCC COUNCIL controlled organisation(CCO) now tell Councillors (our elected members) that a contract was entered into with Mainzeal to construct the proposed new Hotpools redevelopment presumably for $7.5m last year THE reasons given for that contract and for completing development full plans is ludicrous and completely unacceptable.Following questions arise; what was date of the contract who were the parties to the contract where is the contract and who authorised signing of the contract.Deputy Mayor David Stewart as a director of TCAL and the TCC representative on the Board and must have had full knowledge about what was going on. How come the other Councillors were never told or asked to approve this deal.It is worse than bad practices as Cr Curach states it is wrong and should never happen .How come the first 20 minutes of the recorded transcript of the Council meeting was lost-how convenient.Well guys don't dream it is over its not !!

This is not a propaganda platform for electioneering. Guy, Curach, Catherine Stewart...I don't care where commitment comes from. IT IS THEIR JOB to show integrity to the people they work for and who pay them. Having said that, I applaud anybody in this filth pit of Council who takes up the slack and shows integrity. The voting sheeple might be slow to grasp what's happening to them, but once public opinion is formed there will be questions asked. And accountability wanted. And there will be people who will remind others of the names of the bureaucrats who corrupted Tauranga's financial health. Nothing will be forgotten. We need a full inquisition by central government what these clowns are doing to us.

I believe that is on the money for sure, but I think you could say that the poles are 'multi-level' edifices with numerous nocks and hidy-holes for the many occupants. Not even Bill F was able to make an accurate count a few weeks ago.

I concede to a better concept, Pigeons can fly away and avoid the mess even if there are secret pigeon holes to hide in. A 'post turtle' can not escape the top of the post, the only possible way out for the POST TURTLE is to wriggle furiously in the hope of sliding off and crashing to the ground, likely head first ... we can only hope sooner than later in the present circumstances.
