The Mount Hot Pools reopen today at 4pm, just hours after it was made public that Tauranga City Council will stop all spending on the pools' planned redevelopment.
The decision was made during the confidential section of Monday's Tauranga City Council meeting, and made public today.
Tauranga City Councillor Catherine Stewart says the council is not going to spend any money on a hot pools upgrade.
'I pushed hard for it to be out of confidential – there is nothing in there for it to be in confidential,” says Councillor Catherine Stewart, who opposes the redevelopment plans. 'The CEO just advised that it can come out of confidential now.”
The council resolved to cease all expenditure on the redevelopment project except for emergency and associate practical renewal work, with Catherine and Murray Guy adding a clause to include a retrofitting of disability access if practicable.
'I think that is a key thing that should have been done years ago, given that it is used mainly as a passive pool,” says Catherine.
The council controlled organisation that administers the city pools, Tauranga City Aquatics Ltd, has advised the Environment Court they are stopping the appeal.
TCAL was appealing the Hearings Commissioner's denial of resource consent for the expansion project.
'The next thing will be for the council to find out just how much money has been spent on lawyers, consultants, architects and all the rest of it,” says Catherine.
'That was a loan to TCAL for the redevelopment, so that will now be a ratepayer cost.
'I believe they have spent millions over the last few years. There should be some accountability somewhere.”
During the 11 year hot pools redevelopment saga, Catherine says she was never shown any detailed research or a proper business case supporting the redevelopment.
All she ever saw was a spreadsheet she believes is based on Hanmer Springs or the Polynesians Pools in Rotorua.
'You need more robustness than that when you are doing a project of such magnitude and cost,” says Catherine.
'If it was a viable business proposition then private enterprises would have approached council.”

Ther has been a lot of statements made by TCAL representitives and now many of them look like idiots .Surly now the work starts to get the books thrown open and then I suggest some people should... Press hard on the paper as we would like clear signatures please and no Fibbing to rate payers wont get you a golden hand shake

And about time. How much ratepayers money has benn wasted getting to this sensible decision ? I would like to see this made public. I also seriously believe that senior management in TCAL should start looking elsewhere for work. This is a win for the little man. Unless of course if TCAL try, and are permitted to by TCC, to get around it in another way ?

Now the stop has been officially stamped the time is as Catherine has said how much has been wasted. The question that needs to be answered clearly who started the idea and what is going to happen to them. If the person is still in some form of control or power they could gracefully fall on their sword and save a lot of heart ache. This is one where public opinion has been strong on and some people can be thanked from all ratepayers who were against the push. Interesting no real plans have been seen and time that was wasted is accountable. @festino lente I heartily agree with you.

Well done Catherine. She, our only lady councillor, has worked very well for our community on this issue. She has her feet firmly on the ground and has failed to be swayed by grand plans by TCAL (council) to spend madly and spoil our special environment. Well done.

Once again Tauranga settles for not reaching its potential and finally having a world class tourism product and something of international standard for locals too. The hotpools are hopelessly outdated and why couldn't we have something like Hamner Springs here Catherine?

but the band plays on. I've a feeling that either way this is going to cost plenty and ratepayers will foot the bill. It would have been good if it had worked because the hotpools tourists could have subsidised locals. I guess we locals will just have to pay the full costs now.

"yeah right mate", it has cost $4-5 million and nothing to show for it, sadly this is not the first time that Messers Crosby and co have had a go at this, I got an email and attached was an article from the paper from March-2000 and it was all about the same thing, it was canned then for the same reasons. There has got to be a lot wrong about that! Tourists and profits have nothing to do with this, never had, TCAL do not even have a business plan or budget prepared to show anyone, if they did then they are not showing anyone, says a lot right !

So we spent about $4.5m for nothing, perhaps these morons should refund the money they are paid as there was already a canned plan then in 2000, they already knew all of this yet again a complete waste of our ratepayers money. The bills will just get added to the debt to pay right ?

Like they said no cost to ratepayers, the Hot Pools makes money ... YEAH RIGHT !!! I don't think that this lot are on hte level as yet, never have been. How can all of this be real, the TCAL annual report to 30/6/10 only shows $1.3 million for consultants only, and there will much more since that date and also lots of staff at TCC as well, this little lot have been having a feed off this for some 11 years since the last Crosby Lead attempt in 2000, like when does justice prevail here.

Consultants and all say $4 million, staff time for say 4-5 staff for up to 11 years, a lot of wasted time and effort for all others and the burden of debt that remains at the end of it all. The staff still remain at TCC and so the costs just contine onward relentlessly for NO PURPOSE.
