Placing Tauranga central business district bus terminal in Willow Street depends on the proposal receiving government funding, says Mayor Stuart Crosby.
The project as it stands depends on about $400,000 from the New Zealand Transport Agency. Without that money, the project and its location will have to be reappraised as a totally council funded project.
'There certainly needs to be a better facility,” says Stuart.
'I walked around the place just before the meeting. There were people standing around, out in the rain, so something has to happen.”
There are two key changes to the proposal as a result of the submission process says Stuart; the first is the impact on local businesses if the Masonic car park is lost – this will now be retained.
'And we've added more public car parks to the civic car park,” says Stuart.
The second concern was the 'wall of buses” that was feared along Willow Street.
A ‘just in time' bus service delivery system has been devised for the eight bus stops between Wharf Street and Hamilton Street, with the buses marshalling in upper Wharf Street.
Other advantages for the Willow Street site, in preference to Durham Street, are the toilets are already there and the council has space in the civic centre for a passenger waiting room/ticket sales office.
The reason the council went ahead with the decision while four councillors were absent was because the submitters were not prepared to change days says Stuart.
Two councillors were on leave and two were attending a course.
The council wanted the meeting sooner because the time for the funding application to the New Zealand Transport Agency was running short.
'Because we were running out of time we didn't want to hold it at the last minute,” says Stuart. 'But the submitters were opposed to us bringing it forward. It was just one of those things.”

For God Sake Are you telling me we are paying these turkeys top Dollar and they cant even make a decison as big as where to park the Damm Busses? Gezzz I hope we dont get any bigger as a city or we are all screwed

TCC only managed two options for the new transport centre, and both are utterly stupid. the idea of locating a transport centre on a narrow street is beyond belief! The obvious location is First Avenue, which would also allow for tour buses as well as the Just In Time local service.

The transport centre is expected to operate for some 20 years. Smart Growth is predicting our population to increase by some 88,000 people over the next 12 years. Clearly Willow Street will not be sustainable in the long term. Our narrow cobbled streets and road humps are unsuitable for large buses to manoeuvre and do nothing to enhance the environment or amenity value of our city. Sadly, this is not do it once and do it right but another example of wasting ratepayers money. Cr Catherine Stewart
