Council rejects funding Summerfest

One of Tauranga's summer events is in jeopardy after Tauranga City Council pulled its funding in favour of the 150th commemoration of the Battle of Gate Pa.

Council yesterday decided to reject Summerfest's application for $43,000 of the $55,000 major events fund and instead give $32,000 to the Gate Pa organisers, who had applied for $50,000.


Summerfest is in jeopardy after council pulled its funding application.

The staff plan was to put $50,000 saved from the parks budget towards the Gate Pa commemoration, and give the $32,000 to Summerfest – a youth, no alcohol, music event planned for Waitangi Day in 2014.

It would then look for private backing for the NZ All Stars event planned for Baypark.

But councillors did an about turn instead rejecting the original Gate Pa application in favour of the $32,000 and stripping all funding for Summerfest, offering council assistance instead of cash.

The decision caused heated debate in council with councillor Tony Christiansen saying he didn't know if he could handle another three years of council negativity.

Current deputy mayor David Stewart said the events funding sub-committee failed to do its job. He asked why instead of stopping when its money ran out, the sub-committee instead sent the issue back to council.

Sub-committee chair Larry Baldock told council it is because Summerfest lost $17,000 last year and has since changed from being directly operated by Creative Tauranga to being run by a trust.

Larry said the issue came back to council as the applicants were unable to answer the questions at the sub-committee meeting two weeks ago, which were answered today by Dean Wearne from the Summerfest Trust.

David's reply that it was unethical and he opposed using the surplus from the parks budget received good support. Murray Guy moved to task TCC CEO Garry Poole with finding non-cash support for Summerfest.

Terry Molloy voted against providing non-cash assistance labelling it a guilty conscience vote for Summerfest.

Tony says the call for a different way of allocating event funding has been made every year and nothing's changed. Now, its election time and quite possibly there will be a new council which will put it off again, says Tony.

Speaking to SunLive afterwards, Dean from the Summerfest Trust says it could mean the end for the event at Blake Park that attracts crowds of more than 10,000.

He's not willing to run another event, run the risk of another loss without the council's full support. Last year's loss is being carried as personal liability by the trustees.

Dean says for the last three years a team of volunteers has worked hard to build up the family-friendly event for the good of the community, and after three years the event deserves some support from the council.

'I'm not impressed,” says Dean, saying he's speaking as an individual, not as a Summerfest trustee.

'I've got better things to do with my time in the community than spend it sitting here as a volunteer listening to that garbage while the other 20 people sitting in that room were sitting on some sort of paid time.

'The funds were there, and they decided not to fund it against some semantics around ‘where do we get the money from'.

'I'm dumfounded with it all. After two years of no support we've come to them now for support. There have been verbal suggestions that the council would support us and nothing's ever come of it.”

The Arts Festival, the Garden and Arts Festival, the Jazz Festival all cater for a far older demographic, says Dean, but Tauranga is not just a town of over 40s and over 50s.

'I've come to the end of my tether. Eight years on Acorn Foundation, time on school boards, time on surf clubs, dozens of reduced fees accounting audit services for community organisations and I have got better places to spend my time than in areas where the council can wield influence and take credit regardless of providing any support.”

Summerfest has never been council funded and Dean says Creative Tauranga itself is not totally council funded.

'It has to do other things to generate income and provide additional services to the creative community that isn't covered in the council funding.”

Why don't the events sub-committee stick to their budget? Isn't that what everyday people would do in their lives? How come there seems to be excess money in the parks budget? I thought budgets these days didn't have any fat in them? What is non-cash support and doesn't it still cost ratepayers, unless the non-cash support is people and things sitting around? Who made the verbal suggestions of council support and why? Finally, if Creative Tauranga is not council funded, why does there seem to be a council grant of a few hundred thousand dollars a year to Creative Tauranga? Need to know the answers to come to a reasonable opinion.

The $32,000 would have been better going to the regular Summerfest than the one off Gate Pa celebration. The Gate Pa celebration trust is being given funds from other sources and does not need additional money from TCC.The Gate Pa celebration is turning into a bottomless bucket as far as the pleading for funds goes.It is going to be a way over the top celebration as it is running over two weeks. Just watch TCC change their minds when Summerfest comes around just like they have over the $150,000 bond Craetive Taurnaga were supposed to pay for the maintenace of the Hairy NcLary statues. Bloody hopeless and indecisive decisions.

So Council staff found a way of keeping everybody happy and the councilors (days out from an election) found a way to stuff it up. It's a shame that the majority of (postal) votes have already been cast. The sheer stupidity of this decision should be reflected in the numbers who voted for the idiots that shot down an obvious win win. But of course it won't be...bring back the polling booth.

This matter is not just about "semantics." The councillors would have to divert funds from somewhere else if they gave the go ahead to spend funds on both events. It is cool that people have volunteered time, over many years, to contribute to Tauranga being a wonderful place in which to live for more reasons than solely its beautiful scenery; and council allocating funds to these sorts of events does help, when doing so is possible. Finding the balance between protecting ratepayers' funds from being spent on anything other than infrastructural necessities, and being spent on nice-to-have facilities and activities is surely a challenging task. The Gate Pa commemoration cannot be moved to another year. Can Summerfest have a break for a year? I am wondering why it is now being run by a trust. If money had been promised, then it should not have been withdrawn.

you raise the capital and run one, just do not do it on my dime, find commercial backers, then sink or swim on your abilities, Councils only involvement is to facilitate road closures and whatever permits are required, everything is commercial these days, so do not expect ratepayers to fund your entertainment!!, and most of you are castigating the elderly, a few words of advice, get of your lazy butts and take a few risks, make some smart decisions, and stop bleating whoa is me!!, do something about it.

I have attended Summerfest with my family and other families for the 2 years it has run and what a well-organised, safe and fantastic event. Shame on the council. It takes a lot of hard work, determination and community spirit for the organising committee to get this fun family festival going for so many to enjoy and to now pull out the rug, well it seems very controversial given the recent council elections.

Tauranga was a great place to grow up and have fun always plenty to do, council backed or not. Now MY HOMETOWN is filled with useless oldies and wowsers from Auckland who have nothing to do but turn it into a ghost town. Turanga should be left to the locals and i mean locals, not tiresome out of towners who think just because they have been here for 10/20 years that they should have a say on how OUR town runs. Dont like it??? Go back to where you came from....

@surfgirl: You are so wrong it beggars belief: You do no create community spirit by FORCING people to pay for things they dont want. If you were not forced to give council your money (rates) you would have money in YOUR pocket to help fund the things YOU want! YOU would be happy, and those who do not value the summerfest would be happy - they would ALSO have money in their pockets to fund the grumpy old mans fest if they chose. but NO - you want to FORCE them to pay to make you happy! It seems to me that YOUNG (and old for that matter) want want want, and are happy to sit on their bums and demand that others pay for their demands, but less than happy to do stuff to achieve them (apart from demand the council do it
