Tauranga's new Finance and Risk Committee is looking at a request to extend staff financial powers today.
This afternoon's Tauranga City Council committee meeting will involve discussion around a staff report that states greater efficiencies can be achieved by granting greater financial powers.

The issues include the powers of the chief executive, who is currently permitted to commit funds to projects in the 'Annual Plan' but not to projects and contracts that span multiple years. Multi-year contracts of all sizes require approval from Council - despite them having been approved as part of an Annual Plan process.
There is also concern current staff financial delegations relating to legal claims made against Council, do not provide staff with the authority to make a deal in for example a leaky home mediation or Judicial Settlement Conference.
Staff also want council general managers to be able to sub-delegate more financial authority to their staff to enable budget holders, or general manager direct reports, to approve more appropriate levels of expenditure.
It's considered more cost effective, and there are already checks and balances involving a number of staff in the authorisation process in place before a purchase order is paid.
Goods, services and projects over a certain amount cannot be procured without a procurement plan that is also subject to an approvals process.
The committee is also reviewing today the draft development contributions policy for the annual plan that increases development contribution charges for west Bethlehem and Wairakei.
West Bethlehem charges are to increase six per cent in line with a previous council decision to discount the development contribution charge to encourage development to occur. The development contribution charge was previously much higher in west Bethlehem than it was anywhere else in the city and no development was occurring.
The concern is the city council spent about $10 million debt funded on infrastructure in West Bethlehem.
The six per cent increase is a reducing reduction made to encourage development in west Bethlehem.
Development contributions for west Bethlehem residential developments are $22,174 per lot or unit. This compares with $13,321 in Bethlehem, or $9868 in Papamoa, $9353 in Welcome Bay and $3400 for Tauranga infill housing developments.
At Wairakei catchment the charges are planned to increase by between five and eight per cent over the three sub-catchments.
There are two main causes for the increases - the correction of project cost estimates for some roading projects was out-of-date, and the council is looking at bringing forward construction of Te Okuroa Drive.
Starting early means the debt will be incurred earlier than planned and more interest will be incurred before it is repaid through the collection of development contributions.

Staff must not be granted additional financial powers. Why ? Because TCC/ ratepayers debt is already well over $400 million. By increasing financisl delegation to more staff this debt is quite like to increase out of hand. As far as sub delegation goes, well that is absolutely ridiculous. With the TCC debt at it's current level by increasing delegations further down the chain as suggested the debt will increase totally out of hand as senior managers and Councillors themselves will have no control over it. This is the CEO and senior TCC managers trying to abrogate their responsibility.

Certainly the aborist has his hand in it. Look at the vandalism that has occurred in McCardles Bush - part of the Waikaereo Walkway. Once a hillside of shaded bush, trees and undergrowth is now a bare hill - with all day sun. No birds - no shade for the hundreds who use this track every day. This is just the start! The whole walkway is to come under this destruction in months to come. They aim to plant 'Bush' trees which they expect will grow in the unprotected sunlight! Bush specimens grow slowly - they will be dwarfed by rampant weeds. The bill and ongoing maintenance costs will be horrific! Employ some common sense here please!

Soon there will be no need for any community consultation, public annual plan process. The Mayor and staff will be able to delve further into ratepayers credit limit and wallets without their knowledge. More secret deals, favoured contracts on flaky business cases, less accountability and eroded democracy!

No way should they be delegating financial powers that,s why the get paid Big Fat Salaries.Before we know it the person who cleans the toilets will have fiscal responsibility for the Southern Pipeline.If the CEO wants to do something useful in the finance area go and execute a proper Slash and Burn of council workers like they said was going to happen instead of the pathetic effort that was instigated

This just illustrates the problem even more so than before ... TCC staff are spending ratepayers money so should be accountable, they 'must' report back to EM's on deals to be done before the mess gets worse, it is sensible that Councilors know and are aware of what staff are doing and no wild spendups will then occur. If you don't believe me then just look at the BLEL staff numbers, the staff before (way over the top already) was 190, now blown out to 240 and I bet that is not the "whole truth and nothing but the truth ..."!

Former councillor Murray Guy's comments seem a bit rich to me. I seem to remember the council he was on purchased a catering business and a Speedway business and "loaned" $5 million to Baypark. What community consultation was done on those business cases, Murray? As far as the Annual Plan process goes, what notice did council take of submissions anyway? Many people are too scared to make a submission in case they are ripped into. So before too many readers think the former council which Murray Guy was on was somehow a saint, just think back to their actions.

Consistency is exactly what I'm after. So my real point in questioning former Cr Guy's regular comments are did he practice those "principles" when he was a councillor? So when he writes about community consultation and annual plan process and secret deals and contracts on "flaky" business cases, people should look at his actual record. For example did he support $5 million to Baypark? Did he support buying a Speedway and a catering business in a deal that seems to have been secret and not open to public consultation? When it came to the Annual Plan did he go against council staff on any flaky business cases? Did he listen to submissions without a mindset and make any changes? Did he ever approve of any secret confidential payouts? Thank goodness we have Sunlive so we can search back and get most of the answers.
